A Study On The Implementation Of The Policy Of Returning Farmland To Lake In Fuxian Lake In Jiangchuan County

Since the 18 th People’s Congress, the CPC central committee attaches great importance to the construction of ecological civilization, and put it as the important path to implementing the ecological sustainable development. Fuxian Lake located in middle basin in YunNan is one of the few remaining Class 1 typical deep fresh water lake. It belongs to the national important strategy water and the typical of lakes keeping great ecological environment. But in recent years, along with economic development and the development of tourism industry, as well as a large number of villages, farmland non-point source pollution, make the ecological environment in Fuxian Lake suffer destruction in different degree. To protect the Fuxian Lake and implement the sustainable development, Jiangchuang County decide to perform the policy of returning the farmland to the lake,and put the lakeside buffer as the important measure to the construction of ecological civilization. However, for the target group who will perform the policy, they do faming for centuries, crop income even is the only source of income family. If the government forces local residents to return farmland to the lake, it must cause too much air of resistance to agree with the policy. Meanwhile because Fuxian Lake across the administrative regions, it is restricted to the administrative division system, and lacking the necessary communication, so the policy of returning the farmland to the lake is cut many parts and each administrative region perform it by themselves. in such a complex objective background, how to overcome these obstacles and achieve the common governance, and promote the performance of the policy of returning farmland to lake effectively. At the same time, it is important to solve the conflict between government and the target group, to ensure the life in future, and maintain the social stability.This paper focus on the policy of returning the farmland to the lake, uses the FuXian Lake as the case, utilize the mike laughlin optimum model to research the implementation of the policy of returning the farmland to the lake.Firstly, from the perspective of the related concept definition, analysis the difference between the returning the farmland to lake and conversion of degraded farmland to lake. Secondly, introduce the main policy measure and current situation about the performance of Fuxian Lake. This paper also put forward the problem existing in the progress of execution, analysis what hinder implementation of the policy. At last, according to the current situation, put forward measures to solve these problems from 4 aspects: the main executive department, target group, enforcement mechanism and financial resource.In order to further enhance the execution efficiency of the policy, I put forward the idea: change the governance approach from separate governance to common governance. I also try to look for the way to coordinate the relationship among ecological protection, economic development and the people’s livelihood security to achieve the idea.
