The Logic Of Land Right Conflict Under The Background Of Project Responsibility System

The 19 th CPC National Congress puts forward the strategy of rural revitalization.The issue of the “three-agriculture” and the rural revitalization strategy have been highly concerned as the top priority of the party and state.National resources are further tilted towards the countryside.In 2018,the CPC Central Committee and the State Council proposed to cultivate social talents and revitalize the countryside in the "Strategic Planning for Rural Revitalization(2018-2022)".In the context of the project responsibility system,capital resources have entered the rural areas in huge amounts.However,rural land transfer and other activities which are required during the implementation of project may lead to conflicts in rural land rights.The government's previous "fire-fighting" conflict resolution method can no longer meet the development of land-right conflicts under the new situation.It is necessary to introduce professional talents such as social workers to intervene in the mediation of rural land transfer rights conflicts.By introducing social workers to participate in social governance,we can achieve the goal of good governance in the countryside.Jiangxi Tangwu Village is located in the suburbs.This paper takes the mass incidents caused by the rural land circulation conflict in the village as survey respondent,and studies the process and outcome of conflict through participatory observation and interviews.Through observation,it is found that the main cause of rural land circulation conflict in Tangwu Village is conflict of interest and information asymmetry.Because of the government's failure to properly dispose the conflict at the beginning,large-scale mass incidents occurred.This event demonstrates the particularity of land rights conflicts in the context of the project responsibility system.By comparing the government's behavior in conflict management,we can find the absence of social workers.Social work,with its own professional services,can gain recognition in rural semi-acquaintance society and obtain the right to participate in land conflict mediation;through resources linking,it can complete the effective transmission of stakeholder's information and the supply of rural public goods;through reasonable empowerment,it can help the village to form an organization that reasonably expresses the opinions of the farmers,so that they can participate in the rural governance.Although social work is confronted with many difficulties in participating in the settlement of rural social contradictions,it's participation in rural social governance remains to be an important option.The top-level design provides excellent support for social work to participate in rural land circulation conflict and social governance.The vigorous development of professional social work also provides the possibility for social work to participate in rural social governance.After the conflict in Tangwu Village,the county where the village is located promptly provided special financial funds to support the development of social work.In fact,the city where the village is located has already begun pilot work in social work.The facts show that the participation of social work in the countryside helps to form a localized model of social work and promote both social work development and social progress.
