Research On Management System Innovation Of East Lake High-tech Development Zone

Based on Three element participation theory,New Public Service Theory Perspective,New Public Management Theory,Life cycle theory of development zones and the experience of some famous high tech Zone from home and abroad,this paper analysis the some problems of the current management system of the East Lake high tech Zone,put forward the methods of renovation on the current East Lake high tech Zonemanagement system.It includes the following five parts:In the first part,we explain the international background,domestic background,the significance of the topic,and the research method of this paper.In the secondpart,wedefines the related concepts and theoretical basis.Firstly,wedefine the three core concepts---High tech Zone,management system,"Multi-garden Park",then we explainthe New Public Service Theory Perspective,New Public Management Theory,Life cycle theory of development zones,thirdly,based on the current research of the high tech Zone management model,the problems of high-tech zones and reform direction the its management system,"Multi-garden Park",we write a review.The third part is the status of the development of high-tech zones from home and abroad.Firstlywe introduce the history and status of Silicon Valley,Hsinchu,Tsukuba,Zhongguancun,Shanghai,Shenzhen and Zhangjiang High tech Zone,then,based on the related theornes,we analyzes the expernence of major high-tech zone management system innovation.The fourth part is the innovation of the management system of East Lake hi tech Zone,Firstly we introduce the history and management system of the East Lake hi tech Zone,then we emphatically analyzes the reasons and significance of the specialization of the eight industrial park;Thirdly,we analyze the content of the renovation of the East Lake hi tech Zone's management system,specify the problems of the existing management system.The fith part is the direction of the innovation of management system for East Lake high tech Zone,from five aspects including top management system design,management system reform,financial support,talent team construction,the specialization of all parks and the construction of management information,wepropose the advices for the East Lake high tech zone.The fifth part is the related problems faced by the multi-park Lower East Lake High-tech Zone.In the last part,we do a review of the research,the point out the its deficiencies,and how to deep and expand it.
