The Research Of Power List System Innovation On Wuhan East Lake High-tech Development Zone

The power list system is an institutional innovation proposed in the context of China’s comprehensive deepening of the reform of the administrative system and the promotion of modernization of the country’s governance capacity and governance system.Its new governance concept and new institutional arrangements have injected new vitality into China’s administrative system reform and are of epoch-making significance.Since the formal recognition and deployment of the power list system at the central level in 2013,China’s power list system has begun to enter the national practice stage,and has become an important measure for regulating the administrative power of the government and its departments in China.Wuhan is one of the pioneers in the nation’s active exploration of the implementation of the power list system.The municipal government has carried out a series of meaningful and valuable explorations.Up to now,Wuhan City has further adjusted,standardized,and optimized,and announced the latest version of its power and responsibility list.At present,the practice of Wuhan-level and district-level power inventory system innovation has been basically completed,and it has entered a stage of dynamic adjustment and constant improvement.However,there is still a lack of relevant theoretical and empirical research on how the practice of district-level power list system innovation is implemented.Therefore,this article selects Wuhan East Lake High-tech Development Zone as the research object,takes the institutional innovation as the perspective,and takes the case study as the main method to conduct an in-depth discussion on the practice of the innovation of power list system in Wuhan East Lake High-tech Development Zone.The article begins with the power list system itself,introduces the concept and connotation of the power list system,and analyzes the main features,basic constituent elements and functional orientation of the power list system.Then The article puts forward the theoretical basis-the theory of institutional innovation process and the theory of institutional innovation power,and at the same time confirmed the analytical framework of the article-the analysis of institutional innovation process and dynamic analysis.Next,a case study was introduced.Through consulting the literature and investigation and research,combined with the institutional innovation process and dynamic analysis framework,the specific analysis of the practical process and dynamic factors of the power list system innovation in Wuhan East Lake High-tech Development Zone was made.And on this basis,it discusses some of the constraints that exist,including the lack of legal protection,lack of dynamic mechanisms,lack of diversified supervision,lack of effective administrative relief,etc.Finally,it proposes countermeasures and suggestions to improve the power list system in Donghu High-tech Zone,focusing on its constraints.It mainly starts with the establishment and improvement of relevant laws and regulations,the construction of a long-term renewal mechanism for power lists,the improvement of multiple power supervision systems,and the construction of a power list relief mechanism.The discussion provided new ideas for the adjustment and improvement of the power list system.
