Research On Operation Reform Of Wuhan East Lake Hi-Tech Development Zone

The administrative examination and approval reform of Wuhan East Lake High-tech Zone has achieved remarkable results in the past three years.It has been widely praised by the masses,media and the leaders of the government departments.However,the administrative approval reform has no priority in reform,no advantage in terms of integrity.Therefore,it is of great significance to explore the path of achievements in the administrative examination and approval reform of the East Lake High-tech Zone.On the one hand,this will provide a successful case for the current domestic administrative examination and approval reform research.On the other hand,the experience of the administrative approval reform of the East Lake High-tech Zone will provide reference for subsequent reforms and model promotion.In this context,this paper studies the administrative examination and approval reform of Wuhan East Lake High-tech Zone.Through a comprehensive and in-depth perspective of the background and history of the administrative examination and approval reform of Wuhan East Lake High-tech Zone,this paper finds that process reengineering theory,customer orientation theory and resource dependence theory can properly explain the logic of this reform.This paper finds that the reform always takes the staff(“customer”)as the starting point and the foothold,through six specific methods of intelligent approval system to achieve outstanding results.The methods are the reorganization of the examination and approval institutions,the transfer of examination and approval authority and personnel,the reduction of examination and approval matters,the re-engineering of the approval process,and the optimization of the approval process.As a result,“customer” satisfaction improved,the amount of documents handled increase d,approval time compressed,and administrative costs reduced.At the same time,there are some typical problems in the administrative examination and approval of the East Lake High-tech Zone.First,the administrative examination and approval department has certain difficulties in the communication of the higher authorities.Then,the professional constraints lead to the limited application scope of the reform results,and the information asymmetry between some administrative departments is not legal.Thirdly,the lag leads to the difficulty in effectively protecting innovation results.And lastly,the intelligent online service system is not widely applicable.This paper believes that Wuhan East Lake High-tech Zone and its associated superior authorities should strengthen top-level design,deepen “customer” participation,optimize the structure of administrative approval personnel,and improve e-government status.In order to make the reform measures applicable to more approval matters and scope,further enhance the "customer" experience.
