Research On The Fragmentation Of Project-based Poverty Alleviation Policy And Its Overall Governance

The 18 th National Congress of the Communist Party of China put forward the grand goal of building a well-off society in an all-round way by 2020.Comrade Xi Jinping once again pointed out in the report of the 19 th National Congress of the Communist Party of China that it is necessary to resolutely win the fight against poverty.In this context,in-depth analysis of the problems in the government's poverty alleviation process is not only conducive to speeding up the fight against poverty,but also conducive to improving the sustainability of poverty alleviation.This paper selects the county-level poverty-stricken county H as a sample,analyzes the poverty alleviation situation of the county system in recent years,and tries to find the factors that restrict the optimization effect of poverty-relief in H County,and explores the experience that can be used for reference in other regions.Objectively speaking,H County has achieved remarkable poverty alleviation achievements in the past,various types of poverty alleviation projects have developed rapidly,the number of poor groups has decreased significantly,and the quality of life of poor groups has improved significantly.This is inseparable from the efforts of the H County Government.But there are also some problems that are difficult to avoid.According to the survey in the S town of H County,it was found that there was a serious fragmentation problem in the process of implementing the poverty alleviation policy of the project system,which was not conducive to the advancement of poverty alleviation.Specifically,the fragmentation phenomenon in the poverty alleviation system of the H County project system can be divided into fragmentation within the poverty alleviation main body,fragmentation of poverty alleviation resources,and fragmentation of poverty alleviation methods,systems and policies.In response to the above questions,the paper is divided into five chapters.The first chapter and the second chapter are basic arguments.The first chapter introduces the background and significance of the topic,the research summary at home and abroad,the definition of important concepts,the content and methods of the research,as well as the articles and innovations and inadequacies.The second chapter mainly discusses the background,core essence and the adaptation aspect of the research problem of the whole governance theory.The third chapter and the fourth chapter are the main parts of this paper.The third chapter introduces in detail the specific situation of H County and S Town and the effectiveness of poverty alleviation,and quantitatively analyzes and sorts out the questionnaires and interviews in S Town of H County.The fourth chapter is based on the questionnaires and interview data in the survey of S County in H County.From the perspective of fragmentation of poverty alleviation,fragmentation of poverty alleviation resources,poverty alleviation methods,and fragmentation of policies and systems,The implementation status of the project-based poverty alleviation policy was deeply analyzed.The fifth chapter focuses on the problems analyzed in the fourth chapter,based on the overall governance theory,combined with relevant practices and policies,from the sound synergy mechanism,the construction of resource integration mechanism,the strengthening of rational value mechanism and the establishment of supervision and accountability mechanism.In this respect,the multi-dimensional integration of the fragmentation phenomenon in the practice of H County is carried out.
