Research On Optimization Of "CSS Cooperatione" Model In Community Governance

Since the reform and opening up,there have been diversified interests and needs in the society,which has led to the traditional public service model that is directly supplied by the government.In this way,the government has begun to try to transfer its functions and reduce its own burden by purchasing services.At the same time,it also improves the service delivery efficiency.With the implementation and promotion of government procurement services,social organizations such as social organizations and social workers,which are the main players,have developed rapidly.However,whether it is the government or social organizations,social workers and other social forces,the supply of services to any single subject has a "failure"phenomenon,in order to give play to the synergy of the respective functional advantages of the government,the community,social organizations and social workers,"three The "social linkage" model came into being.This research is a study of the "CSS Cooperation" model in the context of government procurement services.This study selects the W community of Y city as the research object,collects the research data by means of field participation and investigation and interview,analyzes the operation status of the "CSS Cooperation" mode of W community,and finds that the "CSS Cooperation"mode of W community mainly presents "The form of community neighborhood committee leadership,social organization cooperation,and social worker implementation,that is,the community neighborhood committee dominates the role of social organization and social workers.This abnormal form of development has caused the "CSS Cooperation" model of the W community to be in actual operation.There are a series of problems in the main ones:the first is the inherent contradiction fonned by the lack of the ability of the three bodies,and the second is the lack of linkage protection,the unequal status,and the unsatisfactory connection between supply and demand.External constraints caused by factors such as inconsistent goals.In view of the above problems,based on the governance theory,the author optimizes the"CSS Cooperatione" model of the W community.Firstly,it optimizes the external environment from the rational positioning of government roles,support for social organization development,and construction of social work teams.Mode operation has a good policy environment,and then through the optimization of community neighborhood committees,social organizations and social workers themselves to enhance the operational capacity of the "CSS Cooperation"model,and finally through the construction of demand discovery mechanism,service decision-making mechanism,linkage production mechanism,etc.A unified and nested linkage mechanism responds to community needs,clarifies the responsibilities of all parties,and improves resource allocation,thus promoting the effective "linkage" of the "CSS Cooperation".The author hopes to optimize and improve the "CSS Cooperation" model through this research,and provide reference suggestions for promoting the effective operation of the "CSS Cooperation" model,and further improve the community governance capabilities.
