Education is an important part of social development and construction,and education is the"most important tool of the country".During the period of the Republic of China,Chinese society experienced turbulence,and the government and society attached great importance to the cause of education.The cause of education also made great progress in this period,in which teaching staff also played an important role.During the period of the Republic of China,as an important means of educating the new people and controlling ideology,teachers played an indispensable role in the eyes of the ruling class.With the expansion of the teaching staff group,the treatment of teaching staff and social security gradually became an important social problem.This paper focuses on the old-age and social security policies of teachers and staff in the Republic of China,investigates the formation process,implementation effect and impact of the pension and other social security systems of teachers and staff,and tries to show the process of actively striving for rights and interests and"interaction-game"with the government under the social,political and economic background in the Republic of China,with a view to in-depth analysis of the formation,development and impact of the old-age pension and social security system for teachers and staff.Firstly,this paper summarizes four aspects of the development of schools in the Republic of China:the increasing demand for teaching staff,the number and group composition of teaching staff,working conditions and living conditions,and points out the demand of teaching staff for social security policy.Then it inspects the development and formation of the old-age pension system for teaching staff,describes the internal needs and external impetus of the development of the old-age pension system from the historical and social perspectives,the formulation and revision process of the"interactive-game"model,the interpretation of the content and the implementation effect,and tries to show the interactive prospect between the teaching staff and the government in the Republic of China.Secondly,it analyses other social security situation of teaching staff,mainly from three aspects:academic leave system,free enrollment of children and pension system to supplement the social security situation of teaching staff.Thirdly,it expounds the positive role of the old-age pension and social security system for teaching staff in social development,and the three major impacts of the old-age pension and social security system for teaching staff in the Republic of China on social development at that time.Finally,it summarizes the progress and shortcomings of the old-age pension and social security system for teaching staff in the Republic of China,and puts forward some reflections such as"the system needs not only top-level design,but also the basis of implementation"and"the growth of the system cannot be ignored".
