The Research On Chinese Peasants' Pension Security Today

In China now, peasants mainly depend on their families when they're aged, undoubtedly, which is ensured by their basic and best-loved means of production—land. However, at present, China's countryside is facing such increasingly serious problems as rapidly accelerating aging, the numbly weakening of both their family functions and their land-protecting awareness. With the speedy propulsion of our industrialization and urbanization, the rural cultivated land has become less and less with time passing by. Because of our uneven development strategy and the different household registers between rural and urban areas, hundreds of millions of rural labors or non-agriculture industry workers could not enjoy various kinds of welfare and couldn't get security guarantees from the cities, either. Thus the socialization and systematization of our peasants' pension security has got very essential and important. In the long run, it is the trend of the times to set up the social pension security system that merges in urban and rural areas. Nowadays, rural labors have been gradually divided into such levels as peasant workers doing business in cities, workers of township enterprises , rural residents. Therefore, a single system can't cover all peasants, some other system designs should be pointedly carried out according to the characteristics of our targets who really need the guarantee very much. On the basis of analysizing the existing rural social pension security system, this article has greatly placed emphasis on the research of promoting the link and merge of both urban and rural social pension security systems stimulated by "three socialpension security mode" which is taking our society's endowment as the focal point, and it has also put forward some countermeasure and suggestion on the social old-age pension system!The whole article is divided into four parts:Part one reviews the history of rural endowment in China and analyses the current situation.Part two has a detailed explanation on the existing rural social pension guarantee system.Part three is mainly about the research on " three social pension seurity mode ": the reform of the old-age pension system for urban enterprises' peasant workers, establishment of an independent social pension system for all peasant workers, and the fulfillment of social pension security system in the countryside which is not only geared to actual circumstances but also a transition of combining the goals of both rural and urban areas.Part four has put forward the countermeasure of setting up and amplifying our peasants endowment security system!...
