The Research On Local Governance Four Platforms

Over the past 40 years of reform and opening,social governance environment and structure have tremendous changes."Local Governance Four Platforms" in Zhejiang Province is an innovation in current social governance.It has theoretically realized the organic integration of multiple governance theories and effectively improved the level of social governance in practice.It has research value."Local Governance Four Platforms " is made up of three parts,integrated command,integrated information system and general grid.Among them,the town comprehensive information command office is responsible for information collection,comprehensive research and judgment and order assignment,which is a high-speed operation.The integrated information system collects social governance information,gathers the power of townships and stationed agencies to dispose of information,and is an information processing terminal;the general department grid is a "housekeeper of the jurisdiction",seamlessly covering the tentacles of information collection in the village.Based on the theories of holistic governance,technical governance,and seamless government,taking G town in R city as an example,this paper combines the research results at home and abroad,and conducts research on "Local Governance Four Platforms" from the aspects of integrated command system,integrated information system,general grid,and social autonomy.Research shows that "Local Governance Four Platforms" have achieved certain results.The operation of the "Local Governance Four Platforms" in Town G has allowed some social conditions and public opinions to be collected in real time and properly disposed of.The governance efficiency has also been effectively improved due to unified command and department linkage.But it is undeniable that there are still some operational difficulties in "Local Governance Four Platforms",such as: the operation of the integrated command system still has resistance,the function of the integrated information system is limited,the general department grid is not mature,and the social participation is not high.The reason may be due to administrative system constraints,under-standard operation,inadequate collaboration,unremoved information barriers,Information system design lacking practical experience,lagging concepts,scarcity of high-level grid management talents,and weak foundation of social autonomy.Due to differences in development in different regions,in the current stage of social development,social governance has not formed a unified reference norm and implementation standard.The author believes that "Local Governance Four Platforms" have certain development prospects and promotion value.It is recommended to optimize the top-level design,improve the security system,optimize the basic construction,strengthen departmental contacts,improve the development of information systems,strengthen the construction of grid talent teams,propagate and guide autonomy,cultivate and empower social organizations,etc."Local Governance Four Platforms" are more adaptable to the needs of new era social governance and promote the construction of co-building,sharing and governancing governance structure.
