Abstract/Summary:
In recent years,how to solve the problem of "agriculture,rural areas and farmers"has become the focus of society and public opinion.Township civil servants not only play an important role as managers and guides in the development of agriculture and rural areas,but also play an important part in the management of government human resources.Therefore,the level of civil servants in towns and villages has a great impact on the smooth operation of the "agriculture,rural areas and farmers" work.Training is one of the important ways to improve the ability of township civil servants in all aspects.It is especially important to strengthen the training of civil servants in towns and villages.Therefore,it is particularly important to strengthen the training of township civil servants.There are still many problems in the current training of civil servants.Therefore,some measures must be taken actively to solve the problems existing in the training of civil servants in townships and towns,so as to enhance the capabilities of all aspects of township civil servants.As one of the top ten counties in Hunan Province,M County has developed a high level of economy and achieved certain results in township servant training,but it is also also have some problems.This paper selects the township civil servants of the five representative townships with great characteristics in the economic and cultural aspects of M County as the research object.Relevant investigations and studies on the questionnaire survey,the basic situation,training time,training needs,training planning,training implementation,and training effectiveness of the civil servants of these five townships.Based on the investigation and research,using the literature analysis method,the social investigation method and the case study method,the main problems in the training of civil servants in townships and towns in M county are analyzed,which are manifested in the lack of training funds,lack of training needs,training content,and courses are not suitable for job requirements,the training of teachers and training methods is single,the training conditions are poor,the training evaluation system and the incentive system are simple and The training of teachers and training methods is single,the training conditions are poor,the training evaluation system and the incentive system are simple and the implementation is not in place and other issues.The reason for these problems is that there are insufficient leadership support,lack of sound training fund investment guarantee mechanism,insufficient staffing and insufficient manpower in relevant units,single training institutions and weak teachers,and incentives and assessments in training are not perfect,etc.Combined with the socio-economic characteristics of M County,it is proposed that leaders need to establish correct training concepts,conduct surveys on training needs,establish and improve training funding guarantee systems,scientifically arrange training content,establish high-quality teachers and training management teams,Adopt a variety of training methods,create a good training and teaching environment,strengthen the management and control of the training implementation process,and strengthen the training evaluation work,etc.The innovation of this paper is mainly reflected in the following two aspects:First,most of the existing researches discuss civil servant training,but rarely discuss the training of civil servants in townships.This article takes M County as the research object and discusses the related issues of civil servant training in townships,innovative in the research object.Second,existing researches have problems in actual investigation and research,and it is difficult to propose targeted solutions in combination with reality.Some studies have selected a township as a sample,and the lack of sample data is also a major problem in previous research.This paper takes the township civil servants of M County as a sample,selects a number of representative townships,uses questionnaires,and uses a variety of research methods to make the sample accurately and comprehensively understand the current situation of civil service training in townships and towns in M County.This is also the academic innovation of this topic.This paper provides a theoretical basis for the development of civil servant training in townships and towns in M County,and also provides reference for the development of civil servant training in other areas of China.
