As the main force of township government,the responsibilities of township civil servants are to implement the decisions and policies from higher-level government bodies,manage all kinds of matters and deliver the requirements and demands of the public in the village.The level of their competence affects the results and effectiveness of township government's modernization of governing capability,and is also related to the realization process of the national governance system and modernization of governance capability.In the report of the 19th National Congress of the Communist Party of China,'Prosperous industries' 'Ecological livability' 'Rural civilization''Effective governance' 'Rich living' were put forward to instruct the implementation of the rural revitalization strategy,which becomes the new requirement of township civil servants.Beibei District,located on the edge of Chongqing city,has abundant tourism resources,profound cultural heritage and solid scientific foundation.There are 9 sub-districts and 8 towns in total,where several demonstration units of the implementation of the Rural Revitalization Strategy were set up.At present,township civil servants in Beibei face challenges,such as single and homogenized industry development,lagging ecological civilization construction,and the outstanding contradiction in rural governance.However,many problems in the existing competence constructions of township civil servants in Beibei are caused by lacking scientific and timeliness competency model.As a result,the township civil servants' competence is unable to adapt to the changing requirement of the Rural Revitalization Strategy.Therefore,it is urgently needed to construct a competency model which is useful to implement the Rural Revitalization Strategy,and analyze the gaps and deficiencies between the current level of Beibei township civil servants and requirement in the Rural Revitalization Strategy.Based on the new requirements for township civil servants'competence outlined in the Rural Revitalization Strategy,this paper taking the township civil servants in Beibei district as research object,adopting the methods of document analysis,behavior-event interviews,questionnaire surveys,effectively analyzed the problems and found the gaps in competence construction,and built a competency model of township civil servants which is helpful to promote the implementation of the Rural Revitalization Strategy,and finally put forward the improvement measures of competence.This paper consists of eight chapters.The first chapter is the introduction,discussing the research background and significance,the status quo at home and abroad,research arrangement and methods,and research content and innovations.The second chapter defines three key words and describes the theory foundations.In the third chapter,it analyzes the theoretical frame of the construction of this competency model,which is based on the new requirement of the rural revitalization strategy,collects competences from literatures and policies,codes the interviewing contents,and depends on the principles and methods of Ice-model constructing by McClelland.It conducts an empirical analysis of the competency model of township civil servants in Beibei District by using questionnaire,and then explains the dimensions and meanings of the model in the fourth chapter.The fifth chapter verifies the competence model of the township civil servants in Beibei in the Rural Revitalization Strategy,and compares the gaps and deficiencies between the current competence level and the requirement of the rural revitalization strategy,and analyzes the problems existing in the competence construction of township civil servants in Beibei District.It mainly analyzes the specific problems in the selection,recruitment,training and performance management of township civil servants.The sixth chapter proposes measures to improve the competence of township civil servants from the following four aspects,reform the civil servant administration concept,standardize the selection and recruitment system based on the township civil servant competency model,optimize the training model based on the competency model,and strengthen the competency performance management mechanism with the competency model as the goal.The seven chapter makes a research conclusion on the research,putting forward the research shortage and research prospects.
