In order to solve the housing difficulties of low-income families, the government implements the qualified price, standard, or rental affordable housing policy, which is the policy of benefiting people, promoting the development of social harmony and stability.Since the last century, the Chinese government put forward the affordable housing policy, housing security system of our country has improved to some extent, part of the housing difficulties of low-income families has been solved effectively. however, along with our country market economy reform gradually, numerous corruption under the interaction of the planning system and economic system happened, and in the each process of implementation of affordable housing policy also appear the phenomenon of corruption. It is harm to the interests of our citizens and not benefit to the development of the harmonious society. Therefore, the government should put enough attention on those questions and take effective ways to solve it.The text is divided into five parts: the first part is introduction which mainly introduces the research background and significance of this paper, the related literature research both at home and abroad, research ideas and methods and research innovation and deficiency. The second part mainly analyzes the related concepts and theories of affordable housing policy. It introduces the relevant theories of affordable housing policy in this paper, such as the theory of policy implementation, public policy theory and rent-seeking theory. The third part summarizes the corruptions in the execution of the affordable housing policy: corruption appears at the stage of affordable planning, construction, allocation and management, and also analyzes the reasons: the defect of the policy itself, the interests of the real driving, the lack of supervision mechanism, the deviation of governing idea. The fourth part mainly writes the implementation experience of affordable housing policy which comes from the United States, Singapore and Japan. Such as, the American adopts the combination of physical and monetary to operating affordable housing and the government’s focus on housing legislation; In the Singapore, the affordable housing is provided with group house characteristics and the government carries out the high salaries policies; These experiences are better to achieve the goal of the home ownership. The fifth part in the premise of clear the general idea and principles of the affordable housing policy implementation, puts forward some countermeasures: strengthen the clean and honest cultural education, effectively prevent corruption in policy implementation, perfect the supervision mechanism of policy implementation of affordable housing, Strictly control the entry and exit, and improve the mechanism of housing allocation, and improve the mechanism of punishment of corruption.
