Study Of The Basic People’ Congress Deputies’ Job Performance And The Existing Problems

The People’s Congress System is the most influential political system in China, which determines the political system of our country and reflects the common interests of the people of the whole country. The deputies of the people’s Congress are elected by the people through democratic elections, and the deputies of the People’s Congress shall be responsible to the people and accept the supervision of the people. The deputies are leaders and advanced elements of all occupations, and their duties are to fulfill the functions of legislation and supervision of the power. Deputies of the district and county of the People’s Congress are the extension of the National People’s Congress on basic levels, playing the role of connecting link between the preceding and the following, performing the duties of legislation and over-sighting of powers in the district and county. Deputies of the district and county People’s Congress actively perform their duties means a lot to maintain the normal operation of the state power system, and an important part of the county government to prevent the abuse of power.The performance of duties by the district People’s Congress largely reflects the operating of the People’s Congress System in China at the grass-roots status, the performance of their duties determines the people represented by indirect realization actualizing the masters of the system design in practice. At present, performance of deputies of the district and county people’s Congress do not meet the requirements of system design, and there are still many problems to be solved. Therefore, to perform their duties of County People’s Congress have significant theoretical and practical significance.This thesis analyzes the performance status of the deputies of the district and county People’s Congress,sorting out the problems, like lacking competition in the elections, too much emphasis on the proportion of structure, deputies lacking contacts with voters, low representative, the low quality of the proposals, weak supervision of government officials, lacking securities to perform their duties, and some deputies’ low level of abilities. As to the above problems, this paper puts forward the countermeasures and suggestions, such as enhancing the representative of the deputies of the district and county, strengthening the competitiveness of the election of deputies, expanding the scope of decision-making power, strengthening the supervision, improving the ability to perform their duties, to strengthen their enthusiasm of their duties, improve performance results, reflect the county public opinion, continue to promote the continuous, harmonious development of the county.
