In March 2018,the Emergency Management Department of the People's Republic of China was established in accordance with the institutional reform plan approved by the First Session of the 13th National People's Congress.It marks that the government's crisis management has entered a new stage,the government attaches more importance to crisis management,and the connotation of crisis management is further expanded.This article is based on the rapid development of the Internet industry,the widespread application of social media,and the development needs of the government's crisis communication management in the context of the new media era,to study the evolution path of government's crisis communication management.This paper attempts to propose a new model of crisis communication management in line with the characteristics of new media communication.The author selected 61 major public crisis events from 1994 to 2017 as research objects.Through the research methods of literature research and case analysis,the main characteristics of the government's crisis communication management are summarized,and the development of government crisis communication management is divided into three stages.The three phases are the exploration period(1994 to 2002),the development period(2003 to 2014)and the bottleneck period(2015 to 2017).And the author summarizes the dilemma in the existing crisis communication management model as "one-way response type" and"single management type".On the basis of analysing the causes of dilemmas and absorbing the experience of crisis management in existing governments,the author relies on the management function,follows the PDCA cycle management principle,and proposes to build a "cyclic control type" management mode.This model covers the whole process of crisis communication from the crisis incubation period,crisis outbreak period,crisis duration to crisis resolution period.And this paper put forward specific measures for the operation of the guarantee mode at the organizational,technical and financial levels.
