The Study Of Policy-Implementation On Student-Origin-Based Ioan In Yunnan

Public policy originates from various social problems.Policy implementation is a process of realizing policy objectives by using legal and effective policy tools.If there are obstructions or gaps with policy objectives in the process of policy implementation,it means that there are problems in policy implementation in a certain link.If it is not amended and improved,it will result in policy failure,resulting in waste of resources and the continuation of social problems.As a public policy in the field of education,student-origin credit loan has been implemented for more than ten years.This policy has played a great role in solving the problem of poor students'participation in higher education and provided material help for realizing educational equity.The implementation of student loan policy has undergone significant changes both in content and in tools.As a public policy serving the national strategy and benefiting the people's livelihood,some problems will inevitably arise in the current implementation process.The discovery and improvement of the problems are the development of credit student loan in the source areas.The policy of student loan is constantly changing.The research on student loan should be followed up to explore the mode of educational aid and the way of policy implementation suitable for our country.Yunnan Province ranks seventh in the total amount of student loans in the country,and the number and amount of loans are relatively large.Through the analysis of specific data and problems in the actual implementation process,this paper uses the policy implementation system model to study three main problems:the subject of policy implementation,the object of policy implementation and the Post-loan management issues.It studies the policy objectives and values,policy resources,system environment,policy implementation execution,mode of execution,the value of policy executors.From the six aspects of institution,this paper analyses the causes of the above problems,and puts forward corresponding measures to promote the healthy development of student loans in Yunnan and the realization of educational equity.
