Study On Departmental Coordination Mechanism In The Implementation Of Provincial Urban System Planning Policy In Yunnan Province

The planning of provincial urban system is the basic basis for the spatial construction of our provinces and plays an important role in the planning and construction of our country.However,the planning of provincial urban system is not only a public policy at the provincial level involved in construction,but also a comprehensive policy including urbanization strategy,environmental protection,space control and so on.Because of the complexity of its policy content,it often has to face complicated problems of departmental coordination in the process of its implementation.However,due to the existence of many reasons,it is difficult to carry out the coordination of provincial urban system planning policy,one of the main reasons is the lack of a reasonable departmental coordination mechanism.As a provincial urban system planning policy which needs to be implemented in cooperation with many departments,it is significance to study the coordination mechanism in the process of it's implementation.This paper takes the provincial urban planning policy of Yunnan Province as the research object,through “the definition of relevant concepts and theoretical basis-combing-empirical analysis-to find out the root of the problem— — put forward optimization recommendations”analytical framework.By using theoretical analysis,normative analysis,empirical analysis,case analysis,inductive analysis and other research methods,this paper makes a detailed study on the coordination mechanism of departments in the implementation of provincial urban system policy in Yunnan Province.As a whole,the paper first expounds and studies the relevant research background and research meaning,and considers that the problem of implementation of provincial system planing policies faced is low efficiency.The main reason is the lack of effective department coordination subject and the lack of coordinated measures in the process of implementation.On the basis of this understanding,the important concepts involved in this paper,such as urban system planning,coordination mechanism and so on,are defined.Furthermore,the basic theories including Smith's policy execution model theory and refined management theory are introduced and analyzed in detail.Then,the article gives a detailed analysis ofthe provincial urban planing in Yunnan Province,The Department of policy planning policy process,the implementation of the actual policy,policy execution management subject,the basic implementation method,and so on.And analyse of coordination mechanism in the process of the existing system of the Yunnan province implementation,like major problems.Then,using the Smith model of policy implementation as the basic theory for the analysis,from the policy environment,the influence factors of the proposed policy implementation of the policy itself,policy subject,policy four aspects,analyzes the reasons of the problems in Yunnan province.Finally,combined with management theory and NGO theory,analyzes the perfection of coordination mechanism and the exertion of its function.The main conclusions of this paper are as follows: in the process of implementing in Yunnan province,four mechanisms have been established: meeting mechanism,planning supervision mechanism,"multi-planning in one" mechanism and leading group of urban and rural planning committee.However,these four mechanisms are are gradually established in the process of the Yunnan Provincial Government,not a coordination system formed by design,each has some defects.For a variety of reasons,these departments mechanism can only play a coordinating role spontaneously,and the Yunnan Provincial Government lacks the understanding and ability to use these coordination mechanisms,which leads to the difficulty of departmental coordination in the process of implementing provincial planning policies,and the overall efficiency of implementing provincial planning policies is low.Therefore,it is necessary to improve the existing coordination mechanism of Yunnan Province through systematic design,fine management and cooperation with the non-governmental sector,so that it can play a better role.This paper hopes to improve the efficiency of departmental coordination,so as to enhance the social utility of the policy.
