A Study On The Chinese Local Government Behavior In The Process Of Business Environment Optimization

In the past 40 years of reform and opening up,local governments have played an important role in promoting China's economic development.With the cooling of the world economy and the entry of the Chinese economy into a new normal,economic development has shifted from heavy to heavy,and the optimization of the business environment has become a new breakthrough for China's economic governance.In this context,the study of local government behavior will help to understand the logic of local government behavior,and find out the role of local governments in optimizing the business environment,and provide guidance for local governments to optimize the business environment.This study takes the local government's behavior in the optimization of business environment as the research object,adopts the literature method,policy text analysis method,combined with normative analysis and empirical analysis,to study the local government's behavior in the optimization of business environment.In the optimization of business environment,the behavior of local government is mainly driven by the reform of central government's"put-in-charge"uniform,performance appraisal and the motive force of local economic development.It is mainly embodied in the behavior of local government's system supply,reform and intergovernmental learning.At present,China's local government behavior has achieved some results,which has promoted the optimization of the business environment in China.But at the same time,because the logic of local government's behavior has not completely changed with the change of government's function,the tendency of self-interest and short-sightedness of local government,and the lack of supervision and restraint mechanism of local government's behavior,the following problems have arisen in optimizing local government's behavior in business environment:attaching importance to ranking competition of business environment while neglecting the sense of acquisition of market participants,and policy implementation.It is not strong enough and there is anomie of government behavior.Based on the analysis of the causes of these problems and the current situation of business environment optimization in China,this paper puts forward some countermeasures to standardize government behavior,such as transforming the logic of government behavior,establishing business environment assessment mechanism,opening up social supervision channels,and dealing with the relationship between government and business.
