| With the slowdown of global economic growth and the contraction of investment market scale,the competition among countries focuses more on the development of business environment.Creating a sound business environment is an important guarantee for attracting foreign investment and promoting global economic recovery.It is also an internal driving force for social development in various countries.In the domestic,various institutional transaction costs associated with the government public system and other forms of open trade costs are major factors restricting the survival and development of enterprises.In order to reduce enterprise operating costs and improve enterprise operating efficiency,the key is to strengthen the institutional construction of business environment.In view of this,this article will through the policy text to optimize the business environment in China is a comprehensive analysis,proposed by the State Council issued the regulations on the optimization of business environment of internal logic,from the market main body,market environment,government services,regulatory enforcement,the rule of law guarantee,such as five dimensions,to build a business environment to optimize the effect of a new analysis framework,and then using the NVivol2 qualitative data analysis software to the selected evaluation rules text and coding.According to the results of empirical analysis,the optimization effect of business environment in each participating region is investigated.Through research design and empirical analysis results,this paper finds that there are some problems in China’s business environment,such as imperfect legislation,unbalanced regional development,resistance to institutional construction,and granularity of clauses to be refined.In this regard,the suggestions given in this paper mainly include:first,continue to promote the legislative work of China’s business environment,promote the formulation and modification of the regulations on Optimizing the Business Environment in various regions;Second,a regular inspection and exchange mechanism and a cross-regional public service system should be established to promote the coordinated development of China’s business environment.Third,remove institutional barriers to China’s business environment by delegating regulatory functions,innovating regulatory models,and clarifying the boundaries between regulation and service.Fourth,further expand the rules and regulations on business environment,which are specifically reflected in enterprise registration,public utility services,tax services,tax reduction and fee reduction,cross-border trade,etc. |
