Research On Government Functions In The Protective Development Of Characteristic Towns

At present,the development of Chinese economy has entered into the new normal.The characteristic towns which focus on the development of the real economy and innovative products contribute to the economic restructuring.At the same time,the definition and location of characteristic towns have promoted the benign interaction between urban and rural populations which promote the removal of urban-rural dual structure.In general,the characteristic towns play an important role in relieving the intense social contradiction.As an important platform for the new-type urbanization and supply-side structural reform,the "people-oriented" urban function construction,the market-oriented operation mode and the participation of multiple governance entities constitute the core of characteristic towns.The relationship between the government,society,and the market has been redefined in the characteristic towns.The characteristic town has created a new model of government governance.However,the imbalance between the governance level and the requirements of characteristic town construction is an issue.It is significant to find out what the government can do to improve its ability to meet the requirements of characteristic towns from institutional supply,factor supply and public service supply.This thesis aims to clarify the necessity of government involvement in the characteristic town construction and the ancient town protection.And this thesis has concluded that government's social management functions,public service functions,planning leading functions and cultural relics protection functions run through the creation and operation of the protective development of characteristic towns.Besides,the thesis aims to analyze the factors which influence the decision-making of government in the characteristic town construction.Unclear positioning of government firmctions is the root cause of the offside,misplacement and absence of government functions.Then a case study of Lushi town is analyzed to show the achievements and shortcomings that government has made.Finally,based on synergy governance theory,strengthen the government's cultural relics protection function and public service function,constructing the operating mechanism of multi-agent collaboration,optimizing government management mechanisms,strengthen cooperation between governments are proposed in this thesis.
