Research On Government Functions In The Construction Of Ganquan Characteristic Town In Yangzhou

The characteristic town is an emerging development carrier with a clear industrial orientation,cultural connotation,tourism function and community characteristics.It is a platform for collaborative innovation,cooperation and mutual benefit.Planning and constructing a number of characteristic towns is of great significance for accelerating the transformation and upgrading of local economy,promoting entrepreneurial innovation,expanding effective investment,promoting urban and rural development,enhancing the influence of regional characteristics,and inheriting historical culture.In the craze of the nation's efforts to build a characteristic town,Yangzhou's Ganquan characteristic town,which is rich in tourism resources and profound historical and human resources,has created a new rural tourism characteristic town construction road.The characteristic town is an important carrier for the economic development of Ganquan Street in Yangzhou City.By cultivating characteristic towns with distinctive characteristics,industrial development,green ecology and beautiful livability,we will promote economic transformation and upgrading,form a road for the construction and development of small towns with Ganquan characteristics,and promote new urbanization and new rural construction in the streets.Although the local government has done a lot of work in terms of funds,policies,talents,planning,etc.,the construction of the characteristic town of Ganquan has achieved initial results.However,due to the development period of the town,the relevant functional departments are organizing,planning,leading and controlling.There are many deficiencies in other areas.A series of problems have arisen in the construction of the town,which has restricted the development of the characteristic town of Ganquan to a certain extent.Therefore,how to give full play to government functions and carry out scientific and rational macro-control and guidance on the construction and development of characteristic towns has become an important topic for promoting the development of rural tourism industry in Ganquan Sub-district.This article is divided into five parts.The first part is an introduction.It mainly includes the research background of the thesis,the practical significance and academic value of the research,the research status at home and abroad,the research content and methods of the thesis,the research innovation and the inadequacies.The second part elaborates the concept of the characteristic town and the related theoretical basis.This part is the theoretical basis of this article,including government function theory,new public service theory,and cooperative governance theory.The third part analyzes the development status and government function orientation of Ganquan characteristic towns in Yangzhou City.On this basis,the problems of the government in the process of building a characteristic town are analyzed,the ruling concept is not changed,the management system is not perfect,the public service mechanism is imperfect,and the management system between multiple entities is not perfect.On this basis,it analyzes the causes of the problems and lays a foundation for how the government can better perform its functions in the next step of building a small town in Ganquan.The fourth part draws on the development experience of successful domestic and foreign characteristic towns.By comparing and learning from the successful practices and experiences of domestic and foreign government departments in the development of characteristic towns,it provides a reference for Yangzhou government at all levels to play a reasonable role in the development of Ganquan characteristic towns and similar cultural towns.The fifth part proposes countermeasures to optimize the government functions in the construction of Ganquan characteristic towns in Yangzhou City.From the aspects of strengthening government public management,optimizing government public services,and building a multi-subject cooperative governance model,the specific practices and measures for improving the development level of Ganquan characteristic towns are proposed.The sixth part is the conclusion.The conclusions of this study are summarized and the future research is prospected.
