A Study On The Function Of Government In The Construction Of Health Care Characteristic Town

At present,the growing phenomenon of population ageing in our country poses a new challenge to the problem of providing for the aged.With the development of characteristic towns in Zhejiang Province,the characteristic towns with Kangyang as the leading industry have come into being.Relying on the old-age industry,these towns gradually explore a new road of urbanization.Tongjiang County of Sichuan Province is a typical poor county in the western mountainous area.The local economic level is backward and it is urgent to find the development point of green environmental protection industry.Guangna town as a poor area town,based on the local high-quality ecological environment,with medical care for the elderly as the characteristics of the industry to nurture the characteristics of the town,has a strong research value.In this paper,Guangna Town,Tongjiang County,Sichuan Province is taken as the research object,and the development of government functions in the construction of the characteristic town of health preservation is taken as the research objective.Through the research methods of literature research,case analysis,on-site investigation and experience summary,the relevant information on the development of the characteristic town is consulted,and relevant personnel are visited,so as to analyze the development of government functions in the construction and cultivation of the characteristic town.Drawing lessons from the successful experience of the construction of characteristic towns at home and abroad,this paper puts forward some suggestions on the construction of characteristic towns in Guangna.This article is divided into five chapters.The introduction part of the first chapter introduces the research background and significance,summarizes the research status at home and abroad,discusses the research methods,objectives,contents and ideas of the article,and summarizes the main structure of the article.The second chapter studies the theoretical basis and related concepts.Starting from the proposal of small towns with Chinese characteristics,it briefly describes the connotation and type characteristics of small towns with Chinese characteristics and small towns withhealth preservation characteristics,and explains related theories.The third chapter summarizes the situation of Guangna town and its health care industry enterprises,and analyzes the function of Guangna town government in the process of building characteristic towns.The fourth chapter analyzes the problems existing in the development of government functions in the construction of characteristic towns.From the perspective of the government's economic function,the first is that the government's function of creating a good environment is ineffective and the development of enterprises lacks a platform for healthy competition.Second,the government's macro-control function is ineffective and its policy control means are single.Third,the function of providing public goods is not fully played and the government's overall coordination position is not high.From the perspective of the government's cultural function,the first is the lack of professional talents and the government's ineffective cultural function.Second,the industrial brand building is ineffective and the cultural atmosphere of health care is insufficient.The fifth chapter puts forward some countermeasures and suggestions for the government's function in the process of building characteristic towns: First,reform the government's management system and governance mode,streamline administration and delegate power to transform the government's function;The second is to give full play to economic functions and innovate investment and financing channels.The third is to play the leading role of talents in the construction of characteristic towns.Fourth,attach importance to the participation of social subjects and the sharing of results to promote the integration of production and city.The fifth is to absorb the advanced experience of small town construction with domestic and foreign characteristics.
