Research On The Strategies Of Governmental Risk Control Of PPP Project Of Utility Tunnel

As an important part of urban public infrastructure,utility tunnel can solve many disadvantages of traditional pipeline construction mode.On the one hand,PPP mode can alleviate the financial pressure of local government.On the other hand,professional management team can be introduced to make the underground comprehensive pipe gallery operate with high quality and efficiency.However,in the process of participating in the PPP project of the underground comprehensive pipe gallery,the relevant laws and policies are not perfect,the relevant experience of the project is relatively small,the project cycle is long,the investment is large,and the risk factors faced by the government are complex,the risk management and control mechanism is not perfect,and the level of risk management and control needs to be improved.This paper takes the risks faced by the government in the process of participating in the PPP project of utility tunnel as the research object,selects 18 typical projects as the empirical research object,establishes the government risk evaluation index system of the project based on the principle of index selection,and uses the evaluation method of principal component analysis,entropy weight method and grey correlation analysis to conduct the empirical research.It has certain innovation in research perspective,risk identification method and risk evaluation method selection.First of all,summarize the utility tunnel and PPP mode,select the research methods and determine the research framework.Secondly,it defines the related concepts of PPP project and government risk of utility tunnel,and proposes the connotation and research object of government risk of utility tunnel PPP project based on public goods theory,risk management theory,sustainable development theory and government function theory.Thirdly,using the grounded theory to identify the risks faced by the government in the process of participating in the PPP project of t utility tunnel,the risk indicators of policy,law,economy,project,public and force majeure are selected,and the government risk evaluation system of the PPP project of utility tunnel is constructed.By using principal component analysis,entropy weight method and grey correlation analysis method,18 typical projects are empirically analyzed,and the correlation grade of project comprehensive risk evaluation and the importance ranking of government risk factors are obtained.The evaluation results show that project risk has the greatest impact on government departments,and the government departments face the most project risks in the process of project participation.The impact of public risk on government departments is the least,and the public risk faced by government departments is also relatively least.Finally,according to the empirical evaluation results,from the policy,law,economy,project,public and force majeure five aspects,the paper puts forward specific countermeasures and suggestions for the government risk management and control of PPP project of utility tunnel.
