As a public tunnel for centrally laying municipal public pipelines,the urban utility tunnel can effectively solve many urban ills caused by the traditional construction and operation of municipal pipelines,such as “roads zipper”,traffic jams and frequent pipeline accidents,greatly improve the urban living environment and the city's comprehensive carrying capacity,it is a key municipal infrastructure project and“lifeline” that guarantees sustainable urban development.Recently,the construction of urban utility tunnel has been advancing at an unprecedented speed in China.In order to solve the problems of investment,financing and operation management of urban utility tunnel,by introducing the PPP model to encourage private capital to participate in the implementation and operation of urban utility tunnel projects.While alleviating government financial burden,it will give full play to the unique advantages of both public and private parties to achieve a win-win situation for public-private cooperation.However,the urban utility tunnel project use PPP model involves multiple stakeholders,and its charging price is directly related to the vital interests of the government,social capital and pipeline units.The level of pricing will affect the stable operation of urban utility tunnel PPP project.Therefore,the admission pricing pricing and adjustment mechanism of urban utility tunnel PPP project will not only meet the interests of both the social capital party and the pipeline unit,but also meet the public welfare and permit commercial goals of urban utility tunnel PPP project,and it will lead to success or failure of urban utility tunnel PPP project.In this paper,the principles of related disciplines such as economics,operationalresearch and systems theory were used,combined with the characteristics of PPP model and the characteristics of urban utility tunnel project to study the pricing and adjustment mechanism of urban utility tunnel PPP project.Firstly,based on the analysis of relevant knowledge of the urban utility tunnel and basic theory of the PPP model,analyze the application status of PPP model in urban utility tunnel project,further systematically expounds the quasi-public products and its price theory,and the particularity of quasi-public products pricing under the PPP model,and expounds the pricing and adjustment theory used in this paper,namely multi-objective programming theory and system dynamics theory.Secondly,use literature research method to identify and analyze the price influencing factors of urban utility tunnel PPP project,which includes three dimensions form project stakeholders,the characteristics of project and the external environment of project.Based on this,the price formation mechanism of the project is analyzed by means of the system dynamics model.Thirdly,it discusses the applicability of the multi-objective programming in the pricing of utility tunnel PPP projects,and constructs a multi-objective programming model of the admission pricing for utility tunnel PPP projects from the perspective of three-party satisfaction;on the basis of studying multiple cost allocation methods,the optimal cost allocation model is constructed,and verify the rationality and applicability of the model built through an empirical analysis of a city's new district urban utility tunnel PPP project.Finally,based on the analysis of the necessity,main influencing factors and basic principles of price adjustment for urban utility tunnel PPP projects,a system dynamics model(SD)was constructed according to the project price formation and admission pricing model.Use the constructed SD model to conduct a sensitivity analysis on the main influencing factors of price adjustment,the system dynamics and multi-objective programming coupling model(SD-MOP)was applied to price adjustment,and design the price adjustment operation process and price adjustment trigger conditions of the SD-MOP coupling model.Designed the price adjustment procedures to ensure the smooth implementation of price adjustment.Based on the pricing modeling analysis and price adjustment simulation analysis,the countermeasures and suggestions for pricing and adjustment of urban utility tunnel PPP project are put forward.To some extent,the research of this paper can provide reference for solve thefollowing problems: First of all,the analysis of the factors affecting the price of urban utility tunnel PPP project and its price formation mechanism which provides a reference for the formation of a reasonable admission price system and admission pricing.Second,the result shows that the multi-party satisfactory admission pricing model and allocation model built in this paper,can achieve the balance of interests of all parties and increase satisfaction,encourage social capital to actively participate and pipeline units actively admission.Finally,explore the proposed price adjustment mechanism based on the SD-MOP coupling model,can ensure the benefit balance and satisfaction improvement of all parties participated,and can provide a reference for the follow-up urban utility tunnel PPP project price adjustment research and other areas of PPP project price adjustment decisions.
