Research On The Management Of Utility Tunnel In Beijing From The Perspective Of Collaborative Management

The utility tunnel is a kind of structure and auxiliary facilities built under the city for laying underground pipelines.It is an important part of the urban infrastructure and the "aorta" in the "lifeline" of the city,so as to solve the spatial layout problems such as insufficient ground space and disordered facility layout,and further improve the comprehensive carrying capacity of the city.However,with more and more utility tunnel put into operation,the management of Beijing's utility tunnel gradually exposed some problems,such as insufficient basis for the management work,great difficulty in coordination,insufficient management guarantee in the later stage,etc.In the past,scholars at home and abroad mainly focused on the engineering technology field of utility tunnel,and some scholars explored PPP model and financial management.However,some problems existing in the actual management of utility tunnel have not been fully paid attention to and in-depth studied.It is of great significance to study the problems existing in the management of utility tunnel in Beijing from the perspective of collaborative management,so as to clarify the relationship between management subjects,improve management efficiency and build a coordinated management system.Based on the previous research results and the research perspective of the coordination theory,this paper carries out a research on the management of the utility tunnel in Beijing,and analyzes the internal causes of the problems such as the unsound system,unclear management subjects,uncoordinated input and output,ineffective pipeline corridor entry and unscientific information management.Based on the previous research results and the research perspective of coordination theory,this paper carries out a review of the challenges faced by Beijing's utility tunnel management,and analyzes the internal reasons such as the imperfect system,input-output mismatch,inactive pipeline gallery access and weak management foundation.Drawing on the mature experience of utility tunnel management at home and abroad,the management system of Beijing utility tunnel is constructed from five aspects,namely,construction of collaborative management system,improvement of system,fund guarantee,pipeline access gallery and information data management,so as to provide reference for scientific management of Beijing utility tunnel.The management of utility tunnel in Beijing involves complex subjects and the work is difficult to connect.How to establish the cooperative relationship between relevant management departments and form a cooperative management system is the research difficulty and key point of this paper.
