The Construction Of Neighborhood Mutual Assistance Model Under The Perspective Of Empowerment

The changes in the community governance model from unit system to street residence to co-construction and sharing,putting forward higher and higher requirements for community residents' autonomy.However,in the context of the rapid development of urbanization,the community has shown a trend of indifference in the neighborhood,which is contrary to the governance requirements to improve the autonomy of community residents.The complex community composition,rapid urban population movement and closed urban building space reduce the opportunities and frequency of urban residents' neighborhood interaction,and the lack of social network construction leads to a low sense of community belonging and trust,which put a breake on the stability of grassroots society and the development of resident autonomy.It can be seen that the mutual assistance of the neighbors is the call of the era of residents'self-government.The deep mutual assistance of the neighbors can enhance the residents'ability to participate in community governance.Based on the above,this paper selects the neighborhood mutual assistance as the entry point for research.Neighbourhood mutual assistance should be an individualized and privatized behavior that occurs between residents of the community.However,the current urban community residents generally lack the subjective consciousness,willingness to move,and mutual help ability.They are in a passive state of no power,and power loss.It is difficult to spontaneously carry out mutual assistance in the neighborhood.This requires the intervention,guidance and organization of external forces to foster the community's subjectivity and reinforce the relationship between neighbors.Then,how to integrate external forces,activate endogenous power,reshape neighbors and promote mutual autonomy?The empowerment practice of the D community in W city provides ideas for the construction of the neighborhood mutual aid model.From the perspective of the implementation process,the D community builds a community school with the support of government policies,funds,and resources to create an empowerment platform,improving the cultural literacy and cultural identity of residents in community education,enhance the sense of belonging,and achieve initial neighborhood communication and interaction.In the community school,the squad leader's council is formed to form a neighborhood interaction mechanism for residents to discuss and negotiate,so that residents can exercise their right of expression and decision.On the basis of the squad leader's board of directors,the community social organization,the Qibao patrol team,was hatched.The residents used this as a carrier to gain the right to act and truly implement the mutual assistance operation in the neighborhood.In the process of neighborhood negotiation and mutual assistance,social work organizations play a professional advantage,empowering community neighborhood committees and residents through concept advocacy,technology communication and project implementation,accompanying residents to grow and realizing community empowerment.From the perspective of mode architecture,the neighborhood mutual assistance model from the perspective of empowerment is to build a community self-organizing system with community neighborhood committees and residents as the main body through the government's administrative empowerment and the technical empowerment of professional social work organizations.The system uses the mutual aid community social organization as the carrier to give full play to the leading force of the government,the basic strength of the neighborhood committee,the synergy of the professional social work institutions,the main force of the residents,and guide the residents in the grassroots governance to use the right of expressing,negotiating and deciding,which can cultivate residents'subjectivity and mutual assistance ability of neighbors and promote the bottom-up improvement of grassroots governance.The innovation of this paper lies in the use of the theory of empowerment to dissect the micro-community behavior of neighborhood mutual assistance,constructing a top-down,self-external and empowerment system to achieve bottom-up neighborhood mutual assistance.By combing the case practice of the D community neighborhood mutual aid model construction,this paper analyzes the internal logic of the empowerment subject,object,content,path,etc.in this process,and provides experience for the mutual assistance of neighbors,the promotion of residents' autonomy,and the creation of community.
