Research On Improving Township Government Capacity In Background Of Chinese Rural Revitalization

In our country's administrative system,the township government is at the last end.It can be said that the township government is the foundation of the national governance system.The capacity building of township government is the core and soul of rural development.It must keep pace with the times and adjust according to the development of the times and economic changes.The Nineteenth National Congress of the Communist Party of China has made a major decision-making plan to implement the strategy of rural revitalization.The strategy of Rural Revitalization is the master of the work of "agriculture,countryside and farmers" in the new era.Township government is the main responsibility of rural construction.The level of capacity-building of township government is related to the effectiveness of the implementation of the strategy of rural revitalization.On the one hand,Rural Revitalization puts forward new requirements for the capacity-building of township government,on the other hand,it also provides unprecedented opportunities for development.Academic circles have abundant research on the capacity-building of township government,but there is still a lack of pertinent research on how to improve the capacity-building and achieve "effective governance" under the background of rural revitalization,and lack of sufficient theoretical guidance on the practice of Rural Revitalization construction.Therefore,it is urgent to carry out a new systematic study on the capacity-building of township government under the background of rural revitalization.This paper takes the capacity-building of township government under the background of Rural Revitalization as the research object by means of literature analysis,case analysis and normative research.Through investigation and research,it analyses the current situation of capacity-building of Xinning town government since the Nineteenth National Congress put forward the strategy of rural revitalization,and draws the conclusion that there are some problems in the capacity-building of Xinning town government: first,bureaucratism and formalism.It corrodes and weakens the capacity-building of township Party organizations;ignores the needs of the public and neglects the capacity-building of public services;third,territorial management makes it difficult for township governments to "throw their arms" to exert their social governance capabilities;fourth,the work of "agriculture,countryside and farmers" lags behind and the capacity of social development stagnates.Then the paper analyses the reasons for the weak capacity-building from four aspects: the unscientific cadre evaluation system,the lack of attention to the construction of the township team,the unclear function orientation of the township government,the unreasonable allocation of resources of the township government,and the weak service ability of the township government "three rural areas".On this basis,it puts forward the path of the capacity-building of the township government under the background of the rural revitalization: strengthening the organizational guarantee,improving the team-building Strengthen the functions of the government,improve the public service capacity of the township government;rationally allocate Township resources,innovative development of social governance capacity;improve the "three rural" service level,enhance social development capacity.
