Study On Corruption In The Field Of Poverty Alleviation In R County,Jiangxi Province

Poverty is one of the most acute social problems in today's world.Eradicating poverty is the common goal of all mankind.With the development of targeted approach to alleviating poverty,in particular,a large number of favorable policies and funds has been given to the poor areas,poverty and backwardness have been significantly improved in the rural areas,and also periodic progress has been made in Poverty alleviation on the one hand,but some grassroots cadres lost their defensive line under the temptation of interests,and their Black hands extended to the field of poverty alleviation on the other.That not only seriously damaged the vital interests of the grassroots,but also damaged the party's glorious image in the minds of the masses and damaged the relationship between the party and the masses.Under such circumstances,it is an important subject to deeply explore the causes of corruption in poverty alleviation at the grassroots level and to make targeted research and prevention measures in front of the current.In order to explore this subject,this paper selected typical corruption cases in poverty alleviation reported by R county in Jiangxi province as the research object,utilizing literature research method,case analysis,comparative analysis and other research methods,starting from the concepts of grassroots level,poverty alleviation funds,corruptionand relying on public choice theory,policy implementation theory,principal-agent theory.It analyzed the quintessential presentation of the corruption in the current process of targeted approach to alleviating poverty,such as making false statements out of thin air to get money;dividing privately like pluck up the feathers of the wild goose whenever it passes by(it means take advantage of every opportunity to benefit oneself);deceiving their superiors and subordinates and misappropriating poverty alleviation funds;practicing fraud and receiving the money irregularly;seeking their own profit in public affairs and putting their relatives and friends in the first place.Moreover,it presented the characteristics such as grassroots cadres were involved in corruption;the amount of corruption in the project funds varied greatly;renovation of dilapidated houses,and corruption in the area of subsistence allowances were frequent;corruption was mainly for economic purposes;corruption behavior was intertwined.Based on the theory of public choice,rent-seeking and principal-agent,this paper analyzed the subjective and objective causes of corruption in poverty alleviation at the grassroots level including grassroots cadres especially village cadres' overall quality was low and their discipline consciousness were weak;their personal value judgment deviated;the right awareness of the grassroots was lacking;the supervision and restriction mechanism of grassroots power is not perfect;there were loopholes in the supervision of poverty alleviation funds;The human relations had been entangled in the acquaintance society;corruption in poverty alleviation was not punished seriously.The paper believed that the corrupting subjects had led to a high incidence of corruption and unhealthy tendencies in poverty alleviation because of the subjective rent-seeking motives and objective rent-seeking opportunities.In order to solve the problem of corruption in the field of poverty alleviation thoroughly,the paper believed that we need to intensify the punishment,intensify the supervision system,strengthen the source anti-corrosion so as to strengthen the shock of not rot,build an anti-corrosive mechanism,enhance the consciousness of corruption without intention.We can make accurate poverty alleviation more accurate,and poverty-stricken family will really shake off poverty.Although the number of selected typical cases is limited,this paper show the great significance in special campaigns to tackle corruption and work practices in poverty alleviation,inspections to combat poverty and establishing a supervision and control system to prevent corruption in poverty alleviation.It also has important reference significance to other corruption issues around the masses...
