Research On Risks And Prevention And Control Mechanisms In Relocation For Poverty Alleviation And Relocation

The problem of poverty has always been a matter of great concern to the international community.The Chinese government has developed many models of poverty alleviation for many years,and many measures to reduce poverty have been introduced,and the effect of reducing poverty is obvious.However,because of the large population base and complex region of our country,the problem of poverty has been an obstacle to the development of our society.After the third Plenary Session of the 18 th CPC Central Committee,the party put forward the strategy of precision poverty alleviation,through scientific research,reasonable planning and overall planning of resources to solve the problem of poverty in China,and strive to complete a well-off society in 2020.The strategy of precision poverty alleviation is a great initiative in the model of poverty alleviation in China,making full use of the advantages of China's system,coordinating the resources of all sides,and concentrating on solving the problems of deep poverty.It is an important measure to remove poverty in the strategy of precision poverty alleviation.It aims to solve the problem of "one side of soil and water not live one party",and to eliminate poverty by changing the living environment of poor people in inhabited areas and equipping other assisting measures.At present,the relocation of easy to poverty alleviation is being carried out,and the relocation projects in some areas have achieved remarkable results.However,there are still more problems in the relocation of the poverty alleviation.According to the relocation work that has been carried out,the problems are universal and special.Emphasis on effective defense against risks arising from relocation.Based on the research and investigation of the relocation of poverty alleviation in H Township,Liangshan,this paper analyzes the problems and difficulties of the relocation of the local poverty alleviation and the relocation of the three villages in H as the specific research target,and sums up the risks of the relocation of the poverty alleviation and relocation,and puts forward the concrete measures to resolve the risks.Based on the population migration theory,the ecological poverty theory,the social governance theory and the current political research,this paper summarizes the four major problems in the H land transfer project,which are to be promoted,the project progress,the quality of the project need to be strengthened,and the project funds are not in time.The emergence of real problems will lead to a series of risks.Through a comprehensive analysis,it is concluded that there are six risks in the relocation of H rural areas: the risk of the quality and safety of the relocation project,the vulnerability risk of the sustainable livelihoods,the irrational use of resources,the risk prevention and control of social governance,the risk of policy implementation.The risk of returning to poverty and the intergenerational transmission of the risk of poverty.The causes and influencing factors of the six risks are analyzed in detail,and specific countermeasures are put forward.In the aspect of engineering quality risk prevention and control,we should strengthen the supervision function of the government departments and improve the supervision mechanism;in the aspects of the prevention and control of sustainable livelihoods risk and the prevention and control of the return of poverty risk,we should improve the individual ability of the relocated population,improve their comprehensive quality,and improve the self hematopoiesis function of the individual and the village organization;The prevention and control of the risk of social governance should be combined with the actual situation of the region to implement the organic combination of government,community organizations and social organizations in the organic combination of the three governance mechanisms;to strengthen the supervision of policy implementation in the prevention and control of policy risk,to ensure that the policy of poverty alleviation should play its due role.
