Research On Industrial Poverty Alleviation In The Perspective Of Participatory Governance

Industrial poverty alleviation is a means of development poverty alleviation,and an ideal grasp of accurate poverty alleviation,which aims to incorporate all kinds of production factors of poor farmers to promote the poverty alleviation and income increase,and to promote the overall development of their human capital level.However,from the current practice of poverty alleviation,there are still a lot of problems in the implementation of the theoretical effect.The central government gives the top-level design at the strategic level,but the specific practical operation needs to be coordinated by the government leaders.In the process of practice,it is difficult to form an effective pattern of pluralistic participation among the subjects of action,which is a thorny problem in the development of industrial poverty alleviation.Based on this,the research questions of this paper are: In the process of industry poverty alleviation practice,which participation difficulties exist in the cooperation of each subject? What are the reasons for these difficulties? How can these difficulties be further solved?Field research shows that when implementing the industrial poverty alleviation policy,local governments follow the participatory governance concept in order to stimulate the initiative of multiple subjects.Based on the theoretical framework of participatory governance,this paper analyzes the key problems in the process of industrial poverty alleviation practice and the causes of the problems,and then it puts forward the corresponding countermeasures to optimize the path of industrial poverty alleviation participation governance.The research finds that: First,in the ideal mode of industrial poverty alleviation,each subject of industrial poverty alleviation realizes the interests of each subject by optimizing the allocation of production factors in a planned way and breaking the cooperation of the distribution of productive forces of a single subject.Second,there are still many problems in the process of industrial poverty alleviation.The problems in the process of participating in industrial poverty alleviation in X County are as follows: the implementation of government policies is hindered,the passive participation of poor households,the vitality of the market is difficult to stimulate,and the role of social organizations is difficult to play.Third,in view of the above realistic predicament,this paper analyzes the causes of the problems in the process of industrial poverty alleviation by taking the core elements of the theory of participatorygovernance as the starting point.It finds that in the process of the development of industrial poverty alleviation,the government is insufficient,the micro participation of poor households is difficult,the self-interest and social responsibility of market subjects are difficult to balance,the cost of social organization participation is too high,the participation mechanism of multiple subjects is not perfect and the lack of benign interactive platform restricts the effectiveness of industrial poverty alleviation.This paper constructs a participatory governance optimization path to promote multi-body cooperative governance network from macro and micro level.At the macro level: One is to construct the consciousness of multi-subject participation from the concept,and the other is to perfect the institutional guarantee of multiple subject from the system.At the micro level,it is the measures to improve the participation of the four subjects: Expand the scope of government empowerment and improve participation procedures,Stimulate the vitality of the main body of the market and improve the efficiency of participation,Innovate the way of social organization participation and reduce the cost of participation,Enhance the participation ability of poor households and enhance the expression of interests.
