Research On The Local Government Function In The Construction Of High Standard Farmland Project

The report of the Nineteenth National Congress of the Communist Party of China put forward for the first time the "strategy of rural revitalization" as the general grasp of the work of "agriculture,countryside and farmers" in the new era.One of the important tasks of Rural Revitalization is to accelerate agricultural modernization,build a solid foundation of agricultural productivity and ensure national food security,which requires the construction of high-standard farmland with drought and flood,high and stable yields.The government provides public resources to the whole society by building high-standard farmland.It is of great guiding significance to improve the efficiency of the government in the construction of high-standard farmland and to optimize the functions of the government in the management of the project.Through the analysis of government functions in the construction of high-standard farmland in Taizhou City,the following problems are found in the construction of high-standard farmland in Taizhou City:(1)Decision-making: construction planning and construction needs are different;(2)Organizational aspect: Government management mode urgently needs to be optimized;(3)Coordination: scattered investment channels,cumbersome declaration procedures;(4)Control: Construction quality is often not up to standard;(5)Supervisory aspects: defects in acceptance and post-construction management?The main reasons for these problems are:(1)Information asymmetry between supplier and demander,lack of necessary cooperation mechanism for high-standard farmland project management;(2)Construction funds are tightening,and the current high-standard farmland construction funds are facing part of the gap;(3)High-standard farmland projects are huge,involve all aspects,and have poor coordination functions;(4)The quality of the main body of high standard farmland construction is not high,etc.In view of the existing problems and reasons,the author puts forward the following countermeasures : To optimize the decision-making function,we should strengthen the preliminary investigation,improve the demand expression mechanism,and improve the relevant system and norms;Optimizing the organizational functions by guaranteeing supporting funds,enriching investment subjects,and firmly implementing the strategy of Rural Revitalization;Perfecting the Coordination Function by Deepening the Decentralization of Government and Innovating Management Ways;Strengthen control and supervision functions by improving project construction and post-construction management mechanism,strengthening project construction information supervision,etc.A thorough study on the functions of local governments in the construction of high-standard farmland,thus pointing out the path to optimize the functions of local governments,will provide a reference for the public management functions of local governments in the construction of high-standard farmland.
