Study On The Transformation Of Government Management Functions Inhigh Standard Farmland

Cultivated land is the body of land resource, and it is also the most crucial procreative material in agriculture. In order to protect national food security, the central government proposed the construction of 400 million acres of high standard basic farmland during the Twelfth Five Year Plan period. In this paper, “project management theory”, “public choice theory” as the theoretical basis for the government to manage the high standard of basic farmland construction functions. It analyzes Guangzhou from the aspects of the process of the establishment and development of the concept of high standard basic farmland construction project, the system of government functions of the high standard basic farmland construction were theoretical analysis, reveals the problems existing in the current high standard basic farmland construction, government management, and problematic nature. From the point of view of the government's new public management, this paper puts forward the realization path of the transformation of government functions in the construction of high standard basic farmland, and the reform of public service socialization and marketization in the construction of high standard basic farmland. On the basis of the above research, initially proposed high standard basic farmland construction transformation of government functions as well as the basic framework and system construction, from source to crack the high standard of basic farmland construction problem, in order to improve the high standard basic farmland construction level of government services provide some useful support. This thesis is divided into four parts:The first part introduces the background, significance and innovation of the research, and reviews the relevant research at home and abroad.The second part explains the connotation of land consolidation, high standard basic farmland, project management and the theoretical basis of this paper, which mainly include public management theory, project management and risk management theory.The third part, taking Guangzhou city as an example, analyzes the development of the management system and mechanism of the high standard basic farmland construction management system in Guangzhou city. Comprehensively studies the problems in the construction of high standard basic farmland and analyzes the reasons for the formation of the problems, and to provide the basis for the study of the transformation of government functions in the construction of high standard basic farmland.The fourth part, according to the analysis, put forward concrete countermeasures and suggestions on the transformation of government functions from the high standard basic farmland construction government management philosophy, management mode, personnel authority, risk consciousness, system construction, establishing departments coordination mechanism and other aspect.The value of this research is mainly combined with the author's working practice. It puts forward some options and suggestions on how to transform government functions on managing the high standard of basic farmland construction, and how to enhance the lever of government public management to make a beneficial exploration, in the background that current government management on the market occasionally failures and the government management efficiency is relatively low.
