As a country with several thousand years of farming culture,land has always been the means of production and property for the people to live on.Since the reform and opening up,with the constant acceleration of urbanization in China,the speed of land expropriation and development has become faster and faster.Especially in the 21 st century,with the continuous development of economic society,some large and medium-sized cities,land planning has reached saturation,cannot meet the needs of government land economic development,land resources are limited,therefore,the focus of the government land from large and medium-sized cities to the suburbs or the countryside,had the potential to grow in the urban construction,investment,real estate development,build high-rise buildings,and the construction of economic development zone,industrial park,etc.,expanding the scale of rural land expropriation in,speed,speed up year by year,every year in the area of rural land.Project introduction to promote town especially backward economic,traditional agriculture is greater region the town's economic construction,planning,development has played a positive role,but in the process of rural land government imposed due to incomplete system,land expropriation procedures illegal,illegal operation,low land price and compensation standard is not reasonable reason to cause damage to the interests of farmers,loses the rights and interests can not get security,these triggers the contradictions and conflicts,not only make the farmers' rights and interests are infringed,also greatly harm the grassroots government image and credibility.At the same time,because the loss of land to survive became a major problem and the large number of petitions,the increase of social instability and other factors seriously affected China's social stability and harmonious development.Therefore,land expropriation has been widely concerned by the state and society.As the most direct subject of land expropriation in rural areas,it is particularly important to clarify the responsibilities of grass-roots governments in the land expropriation process,in particular,it is necessary to clarify the main responsibility of the grassroots government in the land acquisition process,and urge the grassroots government to administer according to law to better perform administrative functions.This project mainly USES the literature analysis method and case analysis method,takes the problems encountered in practical work as the entry point,combines the topic selection to find the correct topic selection direction,collects and consults the literature data materials,grasps the status quo of the subject to be studied,and finds out the key points and innovation points of the subject research.The case of land expropriation in C town of Changsha county was selected,and the case in practical work was combined to analyze the reasons for the lack of responsibilities of grassroots governments in land expropriation.The problems concerned and the causes of the problems were described and expounded,and Suggestions and countermeasures for implementing the responsibilities of grassroots governments were put forward.
