Research On The Community Correction System Of Juvenile Crime In China

China's community correction work began in 2003 and was fully piloted in 2009 and fully promoted in 2014.After more than ten years of legislation and practice,China's community correction work has made considerable progress.This paper explores a special part of the community correction work-the study of the community correction system for juvenile delinquency.Community correction is not blindly regulated,and more emphasis is placed on the education of prisoners.Community corrections are carried out in the community,which not only avoids cumbersome criminal execution procedures,but also saves a lot of manpower and material resources,and can also achieve the purpose of punishment,so that the offenders can be rehabilitated.Minors are in a stage of psychological and physiological development,and they are in the stage of growth and development.Due to the immature outlook on life and values,many minors have insufficient understanding of illegal and criminal behaviors,and crimes are more of a temporary cognition.The error plus the impulse of a moment.The community correction of juvenile delinquency is a kind of non-custodial punishment imposed on minors under the supervision of the judicial administrative organs,and they are confined to certain areas,and they are educated through various forms to make them Recognize your mistakes.This will not only achieve the purpose of educating minors and protecting minors,but also help them reintegrate into society with a good mental outlook.This paper takes Qiaodong District of Xingtai City as an example to study the community correction system of juvenile delinquency in China.It has combed the relevant research theories at home and abroad as well as the legislative process and practice process of community correction of juvenile delinquency in China.Through interviews and other forms,this paper analyzes the basic situation of the correction of minors' crime community in Qiaodong District of Xingtai City,the results achieved,the existing problems and the causes of the problems.Based on the new public management theory and the new public service theory,this paper proposes aninstitutional optimization strategy for juvenile crime community correction.Including the need to improve relevant legislation to further clarify the rules and related regulations in community corrections,provide legal protection for community corrections;strengthen funding guarantees and establish professional teams to provide financial and human security for minors' community corrections Promote social participation,introduce external resources through perfect government procurement of service projects,development of volunteer teams,etc.,so that the juvenile crime community correction work can be strongly supported by the whole society,and better resource allocation is also provided;The special project of human crime community correction and mental health education further improve the quality of community correction for juvenile offenders.
