The Research On Effective Management Of Public Crisis In Guizhou Province

Since reform and opening across the country, various social contradictions accompany with the structural transformation, institutional transition and economic growth increasingly prominent, Become an important factor of threatening social stability and triggering crisis. At present, China has entered a period of public crisis and frequent crisis inflicted enormous damage, the "SARS" in 2003,the Freezing disaster in 2008,the "314 Tibetan separatist" incident in Lhasa,the "Wenchuan" earthquake and so on. These crises not only threaten people's lives and property but also affect social stability and development.There are many kinds of natural disasters in Guizhou Province as a underdeveloped area in Southwest China. Many kinds of meteorological disasters, geological disasters, crop pests and diseases, forest pests and diseases, forest fires have effect industrial and agricultural production, transportation, people's lives and property and the ecological environment significantly, which restricts the overall economic and social development in Guizhou. Meanwhile, due to the special topography in Guizhou Province to make the monitoring, early warning and emergency response difficultly, with man-made ecological damage, a number of negative feedback effects have made for human life and economic development. Guizhou Province, has experienced the test of various crises and disasters and won praise from the people. However, there is a large gap between the achievement of crisis management and public expectations of citizens, social development, the Government's crisis management system and the crisis management capability should be improved.With the acceleration process of the socialization, the conflicts between people,nature and social are growing.
