Research On Effective Link Between Rural Minimum Living Security System And Poverty Alleviation And Development Policy

The rural minimum living security system(hereinafter referred to as the " rural minimum living security system")and the poverty alleviation and development policy(hereinafter referred to as the " two systems")are the two important pivots of the national poverty alleviation strategy.The rural minimum living security system is the minimum living assistance,while the poverty alleviation and development is the improvement of internal capabilities.The rural minimum living security system is to maintain survival while the poverty alleviation and development is to promote development.The two systems complement and promote each other.At present,the complexity,diversity and difficulty of poverty in rural areas are becoming increasingly prominent as precision poverty alleviation enters the sprint stage of tackling difficult problems.A single poverty alleviation policy is no longer able to effectively deal with the increasingly complex and diverse poverty problems.Objectively,it is urgent to integrate various poverty alleviation policies and bring the system into full play.At present,due to the differences in policy concepts,policy objectives,policy targets,evaluation criteria,departmental management mechanisms and the evolution and development process of policies,the two systems have been at war for a long time,lacking mutual coordination and integration,thus making it difficult for the two systems to play the overall joint role of anti-poverty.Under the background of precise poverty alleviation and poverty alleviation,the necessity and urgency of effective connection between the two systems has become an important theoretical and practical topic.The purpose of this paper is to find out the prominent problems or main links of the lack of convergence between the two systems through empirical research on the effective convergence of the two systems,and then put forward corresponding policy recommendations,in order to provide reference for improving the basic strategies of precise poverty alleviation and precise poverty alleviation,and to provide reference for the rural minimum living security system barrier system to better play its role in the crucial poverty alleviation.Empirical studies have found that there are the following main obstacles in the effective connection between the rural minimum living security system and the poverty alleviation and development policy: first,it is difficult to identify and identify the objects of the two systems;Second,the two institutions lack effective dynamic management mechanism;Third,the administrative departments of the two systems are divided,making coordination difficult.Fourth,the effective linking process is not fully applied with modern science and technology and the information level is low.Fifth,the grassroots poverty alleviation force is weak and the participation of professionals is low.Sixth,the construction of the rule of law lags behind and lacks the protection of superior laws.In order to change the reality that the two systems are at war and lack of effective integration and convergence,and in view of the main obstacles to the effective convergence of the two systems,this paper,based on empirical research,puts forward the following policy suggestions: First,unify the identification criteria for the object of the two systems;The second is to strictly control the advance and retreat standards to ensure the dynamic adjustment of the objects of the two systems.The third is to strengthen the cooperation between departments and improve the work efficiency.The fourth is to increase the application of scientific and technological achievements and improve the level of informatization.Fifth,vigorously develop government purchasing services and actively introduce social professional forces to participate;Sixth,to speed up the construction of the rule of law and promote anti-poverty legislation.
