Research On The Influencing Factors And Realization Path Of Women's Federations Participating In Social Governance

Since the 19th national congress of the communist party of China(CPC),a new social governance system based on collaboration and broad participation with the goal to bring benefits to all has been put forward,and the development strategy of the modernization of China's system and capacity for governance has been further advanced.It emphasizes the participation of multiple subjects in social governance and builds a new cooperative relationship between government and society.Mass organizations,as people's organizations under the leadership of the party,are the bridge and link between the party and the government to connect with people,and play a unique role in participating in social governance.The transformation and development of the Women's Federation(WF)in the new era is an important way for the multiple subjects innovative participate in social governance.Based on the theory of collaborative governance and corporatism,this paper analyzes the role orientation and innovation path of the WF in participating in social governance.In order to promote the effective participation of the WF in social governance,the WF in Shanghai,Guangzhou,Shenzhen and other cities have made practical explorations in the construction of a pivotal organizational system,the innovative operation mode of project system and the establishment of a professional talent service network,which achieved initial results in the transformation and development of the WF.This paper uses Qualitative Comparative Analysis method to sort out the cases of the transformation and development of the WF in advanced cities of China.And analyzing the influence factors of the WF system on social governance performance in the process of self-construction and external interaction.So as to provide path support for the transformation and development of the WF and the function of social governance.The WF build a hub platform for coordination and cooperation between the government and social forces,promote the interaction between government and society,provide an appropriate development environment for social organizations,realize the complementary advantages and resource links of multiple subjects,and expand the space for social governance.According to the domestic 20 cases of the WF to participate in social governance,exploring the influence of combination factors on the performance of the participation in social governance.Sustainable development capacity,social resources link capacity and interactive ability as the main factors of the transformation and development of the WF system,which play major role in social governance performance.Basic constructionability is the secondary factors,and government dependence for unrelated factors.On this basis,in order to innovate the way for the WF to participate in social governance,first of all,it is necessary to reshape the multiple subjects interaction of participating in social governance,so as to achieve good interaction between government and society and build the co-governance of multiple subjects.Secondly,we should improve the mechanism of policy support,resource support and talent support,so as to provide necessary guarantee for the WF to transform and participate in social governance.Finally,we should strengthen the capacity of the WF system,enhance its independent operation ability,social resource link ability and social organization interaction ability.Furthermore,improving the ability and level of WF to participate in social governance and provide social services.
