Research On Government Public Service In The Era Of Big Data

"What the people want,what the government wants".It is the expectation of the Party in the report of the Nineteenth National Congress to build a service-oriented government that the people are satisfied with.In order to establish a service-oriented government,China is actively changing the functions of the government,focusing on optimizing the functions of public services,optimizing business processes,and improving the effectiveness of the government.Under this goal,government public service,as the most direct public-oriented behavior,is particularly important.With the progress of science and technology and the popularity of the Internet,big data emerges as the times require.With the arrival of the era of big data,big data thinking,resources and technology are gradually applied to human production and life,playing a huge role in the commercial field,but also bringing new opportunities for the development of government public services,injecting new vitality into government public services.This paper is divided into four parts.The first part defines the concepts of public service,big data and big data era,and studies government public service in big data era under the value support of new public administration theory and new public service theory.Through consulting the literature,the second part introduces the policy environment of government public service in the era of big data,collects the case data about the application of big data to government public service,introduces the innovative practice of integrating big data into public transport,public health,public safety and public environment.Big data promote the accuracy of government public service supply,promote the scientific decision-making of government public service and enhances the effectiveness of government public service supervision.But the emergence of big data also brings new problems to government public services.The third part introduces the problems and reasons of government public service in the era of big data.The main problems include data fragmentation is prominent and the integration of public service resources is lacking,data opening and sharing are uneven,and the level of public service is uneven,data security issues are prominent,public service privacy risks increase.This paper summarizes and analyses the reasons for these problems,such as weak awareness of big data application in government management,drawbacks of the system of dividing government departments into sections are obvious,lack of core technology and talents for big data,imperfect laws and regulations for big data security protection,etc.The fourth part puts forward the countermeasures of thinking level,construction level and practice level to solve the problems of government public service in the era of big data,mainly focusing on the reshaping of government public service consciousness in the era of big data at the thinking level,consolidating the foundation of government public service in the era of big data at the construction level,and improving the level of government public service in the era of big data at the practical level.It is hoped that this will help the development of government public services in the era of big data,improve the quality and level of government public services,and promote the construction of service-oriented government,responsible government and intelligent government in China.
