All along,the government has only played the role of public service providers;with the continuous improvement of people's living standards,the public is increasingly unable to meet the original public service needs,which has raised the government's traditional functions.Requirements.The role of the government in "all" activities has not been able to meet the needs of the public's diversified services.Therefore,a new type of government procurement of public services has emerged.This model of public-private cooperation is to improve the quality of public services and satisfy the people.The needs of the masses and the acceleration of the transformation of government functions are of great significance.However,there are many problems in the practice,such as the current low level of legal regulation,low financial utilization rate,low public service quality,triggering new market monopoly and inadequate performance evaluation system.This paper discusses the research methods such as literature survey method,concept analysis method and comparative analysis method.The first part is a general overview of the government's purchase of public service legal regulation.It explains the meaning of the government's purchase of public service and explains the law.The regulation is outlined;the second part introduces the legal application and existing problems in different levels of laws,administrative regulations,rules and other normative documents in practice;the third and fourth sections respectively describe the procedural nature of government procurement of public services.Regulatory and substantive regulation;the last part is to comprehensively build a legal regulatory system for government procurement of public service contracts.
