Study On The Functions Of Rural Grass-roots Party Organizations In S City Of Liaoning Province

Since the reform and opening up,China's rural grass-roots management has gradually formed a system structure of "two committees" co-management,that is,the dual coexistence of Party leadership and villagers'autonomy.In the past,the state power which has been extended and intervened in the rural grass-roots society has been transferred to the township government.As the most grass-roots political power organization in the country,the township government exercises the functions of State Administration over the township affairs,but does not directly and specifically manage the rural grass-roots social affairs.Villagers'self-governing organizations shall be established in villages below villages and towns,and grass-roots social affairs shall be managed independently under the leadership of the Party and the government.In this way,in the present rural society,there are two relatively independent powers in the management system:one is the state power from top to bottom,which is embodied in the administrative power of the township government under the political leadership of the Party.Its function is to transfer the State Administration to the bottom of the rural society.Township workers receive state salaries and are responsible to the superior government.The second is the villagers' utonomy,which is contained in the rural society under the leadership of the Party organizations.Its function is to self-manage the villagers through village rules and regulations within the scope of relevant national laws.The administrative village is the most basic cell in the social management structure of our country.Therefore,how to give full play to the functions of the grass-roots party organizations in rural social governance is an important issue before us.Based on the investigation and study of the present situation of rural grass-roots Party organizations'participation in rural social governance,this paper analyses and extracts the problems existing in rural grass-roots Party organizations' participation in rural governance,and analyses the problems related to rural grass-roots Party organizations'participation in social governance,and puts forward some suggestions and Countermeasures for the problems found.This paper only investigates S city in Liaoning Province.The present situation and overall suggestions in this paper can only be applied to the rural areas where the economic development is relatively slow in central Liaoning Province.The Countermeasures of rural grass-roots Party organizations participating in governance discussed in this paper can not be applied to all other advanced and developed areas.
