Research On Knowledge Governance Model In Rural Community Public Affairs Under Big Data Environment

Nowadays,under the environment of big data,not only science and technology provide a new governance mode for rural community governance,it also puts forward higher requirements for the level of rural community governance.At present,the rural community mainly implements the "one case,one meeting" system as the main means of public affairs governance.However,“one case,one meeting”,this kind of system exists some drawbacks,such as the difficulty of reaching consensus among the main bodies and the lack of coordinating the behavior.With the deepening of the construction of large data environment in rural communities.The knowledge is characterized by fragmentation,complexity and subjective mobility.Governing the knowledge in the rural community governance of public affair has become an urgent problem to be solved.This paper aims to make a comprehensive use of relevant theories such as knowledge governance,rural community governance,etc,which can address the issues on the governance of public affairs in rural communities,for instance,the difficulty to reach consensus on multi-agent,imbalance of intellectual capital,disharmony and so on.By integrating knowledge governance with rural community public affairs,a series of design arrangements such as governance structure,governance process and governance rules are carried out at the level of knowledge resources,intellectual capital and tool support.The specific research work of this paper is as follows:(1)Hackle the related research results at home and abroad,summarize the existing theoretical basis.This study provides the theoretical support for the research of exploring on the knowledge governance,rural community governance domestic and foreign research results,summarize the related concepts and related theoretical basis on knowledge governance,intellectual capital,social capital,consensus,common knowledge,rural community governance,big data environment,and intelligent countryside,and then construct analytic framework of knowledge governance under big data environment in rural community public affairs.(2)On the basis of analyzing the value of the governance of public affairs in rural communities,aiming at the malpractice of "one case,one meeting",this paper summarizes the four dilemmas of the governance of public affairs in rural communities under the environment of big data.Based on the characteristics of knowledge governance of public affairs in rural communities under the environment of big data,this study sets the goal of knowledge governance in rural communities under big dataenvironment-"intellectual countryside".(3)Design the knowledge governance structure of public affairs under the big data environment.This paper analyses the current multi-subjects such as villagers,village Party committees,village committees,grass-roots governments,enterprises and other rural organizations one by one,and combines the characteristics of the object to explore the governance relationship among multi-subjects to lay a foundation for explore the process and rules of knowledge governance.(4)Designing rules and processes of knowledge governance in rural community public affairs under big data environment.By comparing the advantages and disadvantages of the current traditional governance rules(bureaucracy,market,network),this paper designs the knowledge governance rules in rural community public affairs under the big data environment,and constructs the governance process.(5)According to the rules of knowledge governance in rural community public affairs under the designed big data environment,five countermeasures and suggestions are put forward for the current knowledge governance of rural community public affairs.This paper explores the model of knowledge governance in rural community on public affairs under the big data environment,which has a certain guiding role for the theory and practice of rural community public affairs governance.
