Study On The Analysis And Governance Of Idle Government In The Grass-roots Civil Servants

In recent years,our government has continuously highlighted the grass-roots orientation,encouraged the entrepreneurship of officers,constantly deepened the reform of the administrative system,accelerated the transformation of government functions,strived to build a government ruled by law and a service-oriented government,and persevered in the fight against corruption.The government's own construction has achieved initial results.As the operator of government administration and the main body of state affairs,civil servants shoulder the responsibility of providing public services and promoting economic and social development.They are the source of power of administrative efficiency and the basic guarantee of improving administrative execution.In the process of dealing with administrative affairs,it plays its own administrative role in a positive or negative way,or in the form of "diligent work" or "lazy government",which not only affects people's aspirations,but also promotes or restricts the process of social development to a certain extent.This paper makes an in-depth investigation and Study on the problem of "lazy government" of grass-roots civil servants under the new situation.It mainly collects the manifestations and main characteristics of "lazy government" of grass-roots civil servants by means of questionnaires,field visits and data analysis,taking Fengcheng City as an analysis sample,and listens to the public's opinions on it.Based on the views of grass-roots civil servants on "lazy government and idle government",this paper summarizes and analyses Fengcheng's governance experience and existing problems on "lazy government and idle government" of grass-roots civil servants.Firstly,the paper analyses the "lazy government" of the grass-roots civil servants in Fengcheng City.Secondly,this paper analyses the main factors affecting the civil service behavior of grass-roots civil servants from both subjective and objective aspects,and analyses the related causes.Finally,it puts forward specific measures to strengthen the governance of "lazy government" of grass-roots civil servants in China.
