As the "vanguard" of the economic development of Inner Mongolia Autonomous Region,E city has made outstanding contributions to the economic development of the whole region.To further solve the problems in the selection and appointment of the party and government of E city,to build a loyal,clean and responsible leading cadres.Academia existing articles mainly from the cadre selection and appointment system reform,cadre selection and appointment process democratization,cadre selection and appointment system evolution,but the regional economic,cultural and social differences,the existing research put forward countermeasures and Suggestions can not copy,is not suitable for each region to improve the cadre selection and appointment.This study uses the methods of literature study,questionnaire survey,interview survey,through the E city party and government leadership team members basic research analysis,combined with marxism-leninism,MAO Zedong thought and theoretical system of socialism with Chinese characteristics about the thought of cadres,analyzes the current E city in flag district party and government leadership cadre selection and appointment,the problems existing in the work.It is found that in the process of cadre selection and appointment,E city should adhere to the correct guiding ideology and basic principles,establish the correct grass-roots selection and appointment orientation;constantly improve the democratic level of cadre recommendation and nomination,fully guarantee the participants’ right to know and right to participate;continuously improve the cadre inspection and identification mechanism,establish the leading cadre "able to work both at the top and down below" supervision mechanism,build a scientific and reasonable competitive mechanism for cadre selection and appointment,and maintain the sustainable development of cadre team.Based on this,it provides a theoretical reference for E city to improve the cadre selection and appointment work in the next step.
