The Upgrade Of The Government Service Centers Operation Mechanism In The FGF Reform

With the continuous advancement of reforms to streamline administration,to delegate powers,and to improve regulation and services,^?1?the integration of“Internet+government services”and the government service hall has become a better way to solve the fragmentation management and build a holistic,seamless and integrated service-oriented government.However,the government service center still faces series problems,such as the operational dilemma of vague positioning,unclear management system and unsatisfactory business connection,which of them hinders the overall quality management of the government.Therefore,the main contradiction to be solved in the escalation of the government service center is to optimize the process of its operation mechanism.This paper constructs a“motivation-process-efficacy”?MPE?framework to analyze the logical association between MPE and the FGF reform.Then depicts their closed-loop operation path.By analyzing cases of the typical government service centers,the MPE analysis framework is upgraded.Then through researching the administrative approval bureau of N City,we discovered series of dilemmas of operating mechanism,such as status legitimacy,supervision of two-way mechanism convergence,inter-ministerial power docking,operational process integration,efficiency effectiveness,etc.According to research,providing subjective perception and practical advice for the future role of the administrative approval bureau of N City is necessary.Furthermore,this paper describes the future path choices for reshaping the government service center's operation mechanism in the FGF reform.
