As a new trend in the modernization of social governance systems and governance capacity,the embedding of social organizations in community governance has successfully built a new pattern of grassroots governance in which the government,social organizations,and community residents jointly participate in community governance.However,the financial dilemma of "no rice to cook",the employment dilemma of "temporarily holding the Buddha’s feet" and the experience dilemma of "treating the head when it hurts" in the collaborative governance of social organizations embedded in urban communities have also This new governance model is not working.In order to break the difficulties of "mechanical embedding","administrative dependence" and "misalignment of policies and systems" in the participation of social organizations in community governance,this paper constructs an analytical framework of embedded collaborative governance.The paper also answers the dilemma of the embedded collaborative governance mechanism in communities,strengthens the collaboration between community governance and social forces,integrates various subjects and elements into the framework of holistic governance of urban grassroots society,and further promotes the growth of community publicness,development of autonomy,enhancement of participation and The goal is to further promote the growth of community publicness,development of autonomy,enhancement of participation and realization of sharing.By drawing on the theories of embedded governance,collaborative governance,and social capital,this study constructs a five-dimensional analytical framework of "concept-subject-mechanism-institution-technology".The study explores the realization of embedded collaborative governance at the levels of framework construction,mechanism of practice,real-life obstacles,problematic causes,and reshaping rationale.In the analysis framework section,the concept and definition of "embedded collaborative" are proposed,and the analysis framework of "embedded collaborative" is established,including conceptual dimension,subject dimension,mechanism dimension,institutional dimension,and technical dimension.In the case study section,we take Nanning Community N as an example to explain the background and process of governance reform in this community and analyze the practice pattern and effectiveness evaluation of the embedded collaborative governance mechanism.In the problem and causal analysis stage,the five dimensions of "concept-subject-mechanism-institution-technology" are used to analyze the problems of "cognitive disengagement and conceptual disparity" in community governance.In addition,the five logics of "low awareness,disorderly power,lack of trust,policy failure,and lagging technology" are also discussed.In addition,we analyze the specific causes of the above "disembedding and disorder" dilemma.Finally,based on the above analysis,we propose "cognitive embedding-structural embedding-relational embedding-political embedding-platform embedding" and "interest synergy-conceptual synergy-competitive embedding" to realize embedded collaborative governance.Based on the above analysis,we propose the practical strategies and methods of "interest synergy-perception synergy-regulation synergy-policy synergy-information synergy" to provide feasible suggestions for the construction of community governance in less developed urban areas.The study aims to provide feasible policy recommendations for community governance in less-developed urban areas.This study attempts to break through the traditional perspective of "embedding" and "synergy" and combine "embedding" and "synergy".This study aims to break through the traditional separation between "embedding" and "collaborating" and combine "embedding" and "collaborating" to reflect on the common problems of social organizations in the process of embedding in community governance from a new perspective of "embedded collaborating".The study shows that the embedded collaborative governance mechanism in urban communities,as an effective governance model,can increase the participation of the public and social organizations,improve the quality and efficiency of public services,and build a more harmonious community culture.It promotes the reform and innovation of urban community governance and provides a reference for social organizations to participate in urban community governance.
