Countermeasure Research On Improving The Intelligent Capacity Of Social Governance

The report of the 19 th national congress of the communist party of China clearly proposes to improve the capability of social governance,which is not only a positive response to the increasing difficulty of current social governance and complicated social governance environment,but also an inevitable choice to adapt to the rapid development of Internet information technology.As an important part of the grassroots government organizations in China,the county-level government,on the one hand,is the specific undertaker of the governing philosophy of the superior government and even the central government at the county level.And on the other hand,is the direct organizer,participant and implementer of the county-level social governance.So it can be seen that the improvement of the social governance ability of the county-level government in China can not only provide important basic guarantee for the grassroots people to be masters of their own affairs,but also promote the steady improvement of the adaptability of county-level government governance,and at the same time ensure the county-level government to stay true to the original self in the constantly developing social environment.Therefore,in view of the important position of social governance of county-level government in the whole social governance system,an important topic that needs to be answered in the current social governance research field is to discuss the possible problems and corresponding countermeasures based on the actual construction of county-level social governance functions.Based on the important situation of comprehensively promoting the governance ability and the modernization of the governance system,first of all,the thesis analyzes the research background and research significance and interprets the relevant research status at home and abroad.On this basis,the thesis provides a theoretical overview of relevant studies on the improvement of the intelligent capacity of county-level governments in social governance from the aspects of concept definition,theoretical basis analysis and necessity analysis.Then,by conducting field survey in C county,the thesis preliminarily summarizes the basic status of social governance intellectualization in this region,and systematically analyzes the initial achievements and specific problems in the current social governance intellectualization in this county.Furthermore,the thesis makes a deep analysis of the reasons for theseproblems.Finally,with practical problems existing in the current C county as the guidance,the thesis proposes that problems and challenges in the current intelligent level of social governance at the county level can be solved from the four aspects of governing philosophy,governance mechanism,information platform construction and talent team development,so as to vigorously promote the improvement of the intelligent capacity of social governance at the county level.
