Research On Environmental Dynamic Optimization Of Industry-University Collaborative Innovation Policy

The Third Plenary Session of the 18th Central Committee of China clearly pointed out that the establishment of a synergy and innovation mechanism for production,education and research will drive the development of the industry with innovation,so that China's economy will maintain rapid growth.Collaborative innovation of industry,university and research has developed into the main mode of innovation in China,and its development cannot be separated from the support of the policy enviroament.China's industry-university-research collaboration innovation still has problems such as insufficient cooperation power of innovation entities and imperfect intermediary organizations.The government,as the builder of the collaborative innovation policy environment of industry,university and research,how to optimize the policy environment and provide continuous motivation for the development of industry-university-research collaborative innovation.A problem needs to be solved.This article is based on this perspective,based on Guangxi's "to create nine innovative business cards" and the Beibu Gulf Economic Zone "new era of economic development",the Beibu Gulf Economic Zone(4 cities)production,research and research collaborative innovation policy environment It is a two-part policy system and interaction between the government and the innovation subject.The policy system consists of four types:basic,protective,supportive and generative.Firstly,it analyzes the development status of collaborative innovation in Beibu Gulf Economic Zone and the status quo of collaborative innovation policy environment in Beibu Gulf Economic Zone.It is found that the collaborative innovation policy environment of industry,university and research in Beibu Gulf Economic Zone is currently in serious existence.Balance,government and innovation subjects are not active.On this basis,it absorbs the successful experience of building an industry-university-research collaborative innovation policy environment in India and southern Jiangsu.On the one hand,it establishes the link between the industry-university-research collaborative innovation policy environment and the collaborative innovation activities at different stages of industrial science and technology innovation in the Beibu Gulf Economic Zone,and clarifies the different periods.The main subjects of innovation in policy support are different.On the other hand,it emphasizes that the government strengthens the interaction with the main body of innovation,clarifies the importance of the phased adjustment policy,and puts forward some suggestions for the dynamic optimization of the industry-university-research collaborative innovation policy in the Beibu Gulf Economic Zone.
