With the rapid development of economic globalization and regional integration,more and more cross-regional public management problems arise.Basin pollution and maintenance of cross-regional public infrastructure involve governments of different administrative jurisdictions,competent departments with administrative responsibilities,social public organizations and cross-regional individual organizations,etc.If inter-organizational coordination,power and responsibility allocation,benefit sharing,dispute resolution and so on are not solved in time,then the efficiency,satisfaction and sense of social gain of public administration departments in providing public services will be greatly reduced.To this end,we need to establish an effective cross-regional public management system and mechanism.As a three-level public welfare institution under the transportation administrative department of the autonomous region,the N-channel administrative department belongs to the vertical administrative unit,and its jurisdiction spans three prefecture-level cities.Three years ago,it was notified by the higher authorities that in order to upgrade the waterway grade and expand the navigation capacity of the waterway in the jurisdiction area,the river-crossing cables and pipelines in the waterway in the jurisdiction area were centrally renovated.It involves water supply,power supply,communication,hydrology and other departments and organizations of the three cities in the management area.N waterway management department immediately required the cable and pipeline ownership department to rectify,but because of the existence of waterway management department identity attributes,imperfect laws and regulations,the interests sharing mechanism is not perfect,communication and coordination platform has not been established,and other factors,has been impeding.It is then proposed to bring an administrative lawsuit against one of the units whose ownership of cables is relatively clear.If the lawsuit is successful,similar lawsuits will be taken against other ownership units;if the lawsuit is lost,the higher authorities will continue to actively coordinate with the cable,pipeline and other competent units to solve the problem.This paper,focusing on the impediment of the regulation of Trans-city waterways and cables,from the perspective of intergovernmental relations and coordinated governance theory,analyses the root causes of trans-regional public management problems,draws lessons from the experience and practices of western countries and domestic advanced regions in Europe and America,and puts forward the following solutions:first,to improve laws and regulations,to unify the legal basis of trans-regional waterway management;second,to be correct;Setting up multi-stakeholders and defining multi-stakeholders of cross-regional waterway management;establishing common prosperity of political achievements and identifying sharing evaluation of cross-regional waterway management achievements;enriching management methods and smoothing multi-communication and coordination mechanisms of cross-regional main bodies;setting up senior management institutions to build dispute resolution platform for cross-regional waterway management;and conceiving common legislation and establishing cross-regional Waterway Management The basic mechanism of rule of law.Thus,the transformation from "regional public management"to"regional governance" will be promoted step by step.
