Sociological Research On Social Work Organizations Participating In The Governance Of Ethnic Rural Communities

Since the reform and opening up,the social organizations in our country has experienced rapid development of all kinds of social organizations such as the hitherto unknown,emerged like bamboo shoots after a spring rain,the strength of social organization development,the impact of the various sectors of social groups,involving political,economic,cultural,ecological and other aspects of the field.Social organization is one of the most important social organizations.Since twenty-first Century,"more governance and less rule" has become an important feature of political change in the world’s major countries,and also the main direction of China’s current political change.The party put forward in the third Plenary Session of the18 th CPC Central Committee,the overall goal of deepening reform is to improve and develop the socialist Chinese system,promote national governance systems and governance capacity modernization,and emphasized "governance" instead of "national rule",emphasizes the "social governance" instead of "social management".The centralization of "management" to "governance" embodies the deepening of our party’s understanding of the rule of state governance and social governance.Community governance is the basic unit of social governance.There is no doubt that social work organizations play a role of linking government and community in the current community governance.As one of the main body of community governance,social work organizations are undertaking increasingly complex community services.However,due to a series of related legal system is not perfect,the government’s own function transformation is slow,and the social work organization’s own construction is missing,resulting in the current social work organization’s participation in community governance,there are many unsatisfactory problems.Through this article,the author aims to discuss the problems and put forward the solution.In this paper,Shanglin County,Nanning City West Yan Zhen Zhai deer community as an example,deep into the social service first by practicing social workers identity,social organizations to participate in community governance research.By using literature research,interview,observation and questionnaire,this paper discusses the current situation,existing problems and reasons of social work organization’s participation in community governance,and puts forward solutions to these problems.This paper describes the basic functions of social organizations to participate in community governance should possess,discusses the social organizations to participate in community governance of the necessity and feasibility,and then introduces the K specific social institutions to participate in community governance,community education,community culture,community autonomy,etc..The theory of governance and good governance theory,the transformation of government functions,community structure and function theory,combined with the interview data,puts forward the existing social organizations to participate in community governance problems,such as the government for social organizations to participate in community governance seriously enough,not to give a good support,professional social work organization personnel but hard,the number of social workers is small,narrow service;community residents lack of awareness of social organizations,community identity etc..To solve these difficulties and proposes some countermeasures and suggestions,such as the level of government to increase efforts to support social organizations,government functions,perfecting social organizations to participate in community governance of relevant laws and regulations;to strengthen their capacity building social organization level,improve professional ability,increase the number of social workers,improve social benefits;foster the citizens’ awareness of community residents the level of participation in community governance,improve the enthusiasm,strengthen the sense of community identity.It is hoped that this proposal can provide some reference for social organizations to participate in community governance.
