Research On Problems And Countermeasures Of Local Government's Supervision Of Online Car Appointment

In recent years,online car booking has always been a hot topic of social concern,especially after the “stewardess” incident,people have reflected on the local government's supervision of online car booking problems and suggestions.In China,the traditional taxi strikes and weightlifting riots in front of the government are even more frequent because of the huge impact of online taxi booking.The Ministry of Industry and Information Technology and the Ministry of Communications have issued relevant policies,especially the first and second-tier city governments have made efforts in the supervision of online taxi booking.Around the relevant provisions of the Interim Measures for the Management of Online Taxi Reservation Operations and Services,there are local policies based on the local actual situation,aiming at alleviating the contradiction between taxi and online taxi booking,purifying the environment of online taxi booking,and hoping to make online taxi booking.Cars and traditional taxis can live in harmony and win-win situation.However,the local government found that there are still many problems in the supervision of online car appointment,whether at the national level,local level or the public level.For example,the legal supervision system of online car appointment supervision has not yet been established,lacking the support of relevant policies and laws and regulations.For the local government itself,the division of labor is not clear,the main body is single,the way of supervision is backward,the concept is outdated,the means are not updated in time,and it is not good at using advanced science and technology in the era of big data.It's all their problems.In this paper,selected individual cases as the basis,and summarized the relevant experience from the cases.From the four aspects of perfecting the laws and regulations,perfecting the market access criteria,implementing the supervision responsibility and improving the ways and means of the supervision of online car appointment,this paper puts forward policy suggestions for improving the supervision of local government online car appointment.In these policies,the basic coverage of laws and regulations,awareness,regulatory responsibilities,ways and methods,and the establishment of reasonable market entry criteria for online car booking,and so on.After a series of efforts,to some extent,this paper can ease the contradiction between online taxi and taxi industry,and provide credibility for the government.The development of Internet contract car involves the interests of all parties.Passengers,the government,the platform for online booking,owners of online booking cars.According to the behavior of stakeholders in the operation of online car booking,classification is made.It can be divided into: obedient participants,key participants,background participants and mass participants.Through the improvement of these policies,we can safeguard the legitimate rights and interests of the relevant personnel in the online car booking industry.
